• Petty corruption is being addressed<br />

but more emphasis is needed on grand<br />

corruption. On the issue <strong>of</strong> grand<br />

corruption, the government should<br />

implement a strong risk-management<br />

approach. This relates to identifying<br />

high risk corruption sectors such as<br />

energy, defence, telecommunications,<br />

and instituting strong checks and<br />

balances.<br />
