It would be difficult for<br />

anyone to improve on the<br />

results <strong>of</strong> <strong>GTP</strong> 1.0, and I<br />

am proud to report, in my<br />

capacity as the Chairman <strong>of</strong><br />

the Delivery Task Force, that<br />

we have accomplished almost<br />

everything that we set out<br />

to accomplish. Though there<br />

is still a long road ahead <strong>of</strong><br />

us, I urge all <strong>of</strong> us to take<br />

a moment to reflect on our<br />

accomplishments and to<br />

internalise the lessons that<br />

we have learnt over the<br />

last three years.<br />

2012, in particular, was a gratifying year for<br />

the Government Transformation Programme<br />

(<strong>GTP</strong>) as the infrastructure and systems we put<br />

in place in the first two years started to bear fruit.<br />

Though the <strong>GTP</strong> is designed to work towards<br />

Big Fast Results, some elements <strong>of</strong> the<br />

programmes are still in the gestational phase<br />

for reasons concerning such things as logistics<br />

and construction times.<br />

For example, the Urban Public Transport<br />

National Key Result Area (UPT NKRA) put into<br />

service their new six-car train sets for the KTM<br />

Komuter network, which immediately reduced<br />

wait times for trains during peak hours, easing<br />

the frustrations <strong>of</strong> daily commuters.<br />

<strong>GTP</strong> <strong>2.0</strong> aims to enhance and deepen the seeds <strong>of</strong><br />

change we have planted over the last three years,<br />

and I, for one, am eagerly looking forward to see<br />

how our country will mature and grow.<br />

The Low-Income Household NKRA (LIH NKRA),<br />

which works towards empowering poorer<br />

<strong>Malaysia</strong>ns by instilling within them a need for<br />

financial independence, also saw results from<br />

initiatives implemented in the first two years<br />

<strong>of</strong> the <strong>GTP</strong>. Through these efforts, an<br />

unprecendented number <strong>of</strong> poor rakyat moved<br />

into their own homes through the NKRA’s<br />

low-cost housing programmes, as well as the<br />

creation <strong>of</strong> an unprecedented number <strong>of</strong> women<br />

entrepreneurs.<br />

My fellow <strong>Malaysia</strong>ns—let me also assure<br />

you that the work that we have done so far is<br />

meant for all rakyat regardless <strong>of</strong> race, religion<br />

or cultural background. We are transforming the<br />

Government because we, like most <strong>Malaysia</strong>ns,<br />

realise that it has not done enough to ensure our<br />

position among the top nations in the world by<br />

2020.<br />

For the past three years, the rakyat has heard<br />

us say that the <strong>GTP</strong> was still in its developmental<br />

stages—that its work represents building blocks<br />

to assure a foundation that can support the<br />

innovations that we have in mind. Because<br />

most <strong>of</strong> the work was foundational, most <strong>of</strong><br />

the changes occurred behind the scenes, but an<br />

excellent job has been done <strong>of</strong> ensuring that the<br />

results were transparent.<br />

Let me add to that by saying that we are<br />

done with laying down the foundation; in other<br />

words, the rakyat can expect to see more visible<br />

transformations undertaken over the next<br />

three years. The various NKRA teams will be<br />

intensifying their engagement with the rakyat on<br />

all levels—from issues <strong>of</strong> crime and security to<br />

greater measures in combating the rising cost<br />

<strong>of</strong> living—as well as making sweeping changes<br />

to Government processes such as the reporting<br />

<strong>of</strong> the Auditor General’s Report.<br />

<strong>GTP</strong> <strong>2.0</strong> aims to enhance and deepen the<br />

seeds <strong>of</strong> change we planted over the last three<br />

years, and I, for one, am eagerly looking forward<br />

to see how our country will mature and grow.<br />

There no doubt will be teething issues, which<br />

accompany all change especially at the ground<br />

level, and I trust that the rakyat will continue<br />

to lend us the support we need to ensure the<br />

various initiatives come to fruition.<br />
