PRoGRammE oF ChaNGE<br />
As with the overall philosophy <strong>of</strong><br />
the <strong>GTP</strong>, the new initiatives formed<br />
to fight crime over the next three<br />
years are part <strong>of</strong> a continuous<br />
programme <strong>of</strong> change, which<br />
responds to the demands <strong>of</strong> the<br />
rakyat. The CRI NKRA initiatives<br />
strive towards the overall goal <strong>of</strong><br />
eradicating crime, but at the same<br />
time respond to concerns raised<br />
by the rakyat, most pressingly the<br />
overall feeling <strong>of</strong> insecurity that<br />
persists.<br />
The CRI NKRA believes that<br />
the efforts <strong>of</strong> the past three years<br />
have yielded significant results,<br />
but that more has to be done to<br />
address public concerns. In view<br />
<strong>of</strong> this, the CRI NKRA will retain a<br />
reactive component that will adjust<br />
its initiatives in accordance with<br />
changes in the crime pattern.<br />
