GtP 1.0 aChIEvEmENts<br />

The first three years <strong>of</strong> the LIH NKRA saw the<br />

implementation <strong>of</strong> initiatives that drove right<br />

into the heart <strong>of</strong> the poverty issue in <strong>Malaysia</strong>.<br />

In 2009, the poverty rate in <strong>Malaysia</strong> stands at<br />

3.8%, down from 16.5% in 1989. Prior to the<br />

implementation <strong>of</strong> the <strong>GTP</strong>, the Government<br />

recognised that there should be a more focused<br />

and effort to tackle poverty and established<br />

several programmes in response.<br />

One key issue identified early on was the<br />

lack <strong>of</strong> a central database tracking low-income<br />

households in the country, which proved to be<br />

a stumbling block for earlier poverty-fighting<br />

efforts. One <strong>of</strong> the first implementations <strong>of</strong><br />

the LIH NKRA was thus the strengthening <strong>of</strong><br />

a central database, eKasih, which was designed<br />

to provide a more accurate measurement <strong>of</strong><br />

poverty in <strong>Malaysia</strong>.<br />

In terms <strong>of</strong> deliverables, the LIH NKRA<br />

established the 1AZAM programme, which<br />

co-ordinates efforts to improve the lives <strong>of</strong><br />

the poor and extreme poor rakyat through a<br />

combination <strong>of</strong> programmes. The programmes<br />

focus on establishing job placements in a range<br />

<strong>of</strong> industry sectors, including agriculture and<br />

small business enterprises.<br />

While the LIH NKRA provides cash assistance to<br />

recipients in extreme cases, it is important to note<br />

that the disbursement <strong>of</strong> funds is targeted and<br />

limited to a year with strict conditions. Instead,<br />

the initiatives are focused on empowering<br />

the poor and extreme poor to improve their<br />

livelihoods through skill development. This<br />

creates a sustainable model, not just for the<br />

recipients, but for the NKRA as well.<br />

Thus, to encourage greater and greater<br />

ownership on the part <strong>of</strong> assistance recipients,<br />

they are monitored by the NKRA implementing<br />

agencies after completing the programme to<br />

ensure that they are putting into practice the<br />

skills learnt from the 1AZAM programme and<br />

growing their incomes.<br />

This creates a sustainable<br />

model, not just for recipients,<br />

but for the NKRA as well.<br />
