An educated <strong>Malaysia</strong>n workforce is essential to attaining the<br />

development goals <strong>of</strong> vision 2020, and all efforts in this area must<br />

begin from the ground up. The adult literacy rate in <strong>Malaysia</strong> is in<br />

the 92nd percentile, 1 there is evidence to suggest that <strong>Malaysia</strong>n<br />

youths are slipping when compared with regional peers. 2<br />

MALAYSIA HAS MADE GREAT PROGRESS IN PROVIDING<br />

The EDU NKRA is focused on<br />

immediate goals in line with the<br />

overall philosophy <strong>of</strong> the <strong>GTP</strong>.<br />

The EDU NKRA makes special effort to be<br />

inclusive because access to quality education<br />

is a right for every <strong>Malaysia</strong>n regardless <strong>of</strong> race,<br />

income-levels or other background. It thus has<br />

focused on specific education areas identified<br />

in the <strong>GTP</strong> Lab as those that will have the<br />

most significant impact on as wide an audience<br />

as possible.<br />

Over the last three years, the EDU NKRA<br />

has reported significant improvements in<br />

all areas, thereby laying the foundation for<br />

the transformation <strong>of</strong> <strong>Malaysia</strong>n education<br />

in line with the Preliminary Report <strong>of</strong> the<br />

<strong>Malaysia</strong>n Education Blueprint which was<br />

launched in September 2012. But while the<br />

Blueprint provides the overarching vision for<br />

the education sector, the EDU NKRA is focused<br />

on immediate goals in line with the overall<br />

philosophy <strong>of</strong> the <strong>GTP</strong>.<br />

The work <strong>of</strong> the EDU NKRA is therefore<br />

a subset <strong>of</strong> the Blueprint that works towards<br />

similar goals.<br />
