However, the team has learnt valuable lessons<br />

from each setback and will add these lessons<br />

to their arsenal in its execution <strong>of</strong> the <strong>GTP</strong> <strong>2.0</strong><br />

initiatives. For example, one crucial limitation<br />

<strong>of</strong> the urban public transport system is the<br />

geography <strong>of</strong> Kuala Lumpur itself. As the city<br />

centre has limited room for growth, any traffic<br />

solution must be implemented within stipulated<br />

boundaries.<br />

In another example, the Integrated Transit<br />

Terminal announced for Gombak has been<br />

delayed owing to land issues. This was another<br />

unforeseen setback, but demonstrated the need<br />

to obtain support from all levels<br />

<strong>of</strong> Government and the grassroots in strategies.<br />

Finally, there has been difficulty convincing<br />

the rakyat at large to make the switch to public<br />

transport. Greater education and awarenessraising<br />

is necessary on the part <strong>of</strong> the UPT NKRA<br />

to get the rakyat to give public transport another<br />

chance.<br />

As with any programme <strong>of</strong> change, the UPT NKRA<br />

has identified a number <strong>of</strong> instructive lessons from<br />

the execution <strong>of</strong> <strong>GTP</strong> 1.0 initiatives. There has been<br />

some resistance to the call for change, and some<br />

points <strong>of</strong> resistance were not anticipated by the<br />

UPT NKRA team.<br />

With much <strong>of</strong> the infrastructure and capacity<br />

work implemented in <strong>GTP</strong> 1.0, the challenge for<br />

the UPT NKRA in <strong>GTP</strong> <strong>2.0</strong> is to actively increase<br />

public transport’s modal share, i.e., the ratio <strong>of</strong><br />

commuters who use public transport against<br />

those who use private vehicles to commute<br />

to the city centre. <strong>GTP</strong> 1.0 efforts have mostly<br />

been focused on the ‘pull’ factors, i.e., initiatives<br />

to make public transport more attractive to<br />

commuters. While this has proved fruitful, it<br />

has not attracted as many commuters as the<br />

UPT NKRA would have liked. In the <strong>GTP</strong> <strong>2.0</strong>, the<br />

focus <strong>of</strong> the UPT NKRA is to continue the work<br />

on improving connectivity and reliability while<br />

leveraging on the capacity enhancement that<br />

was carried out in <strong>GTP</strong> 1.0.<br />

Greater education and<br />

UPT NKRA to get the rakyat<br />

to give public transport<br />

another chance.<br />
