Minimising opportunities for corruption<br />
through automation<br />
The Road Transport Department implemented its traffic Automated<br />
Enforcement System (AES) in August 2012 under the Reduce<br />
Discretion Through Automation initiative. The goal <strong>of</strong> this initiative<br />
is to reduce opportunities for petty corruption by removing the<br />
human equation from traffic enforcement activities. Although the<br />
AES has come under criticism from some parties since its inception,<br />
the ANTI-CORR NKRA believes that these teething issues are minor<br />
inconveniences compared to the programme’s overall benefit.<br />

Creation <strong>of</strong> the Central Asset Management<br />
Corporation<br />
The role <strong>of</strong> this Government agency is to manage confiscated assets<br />
on behalf <strong>of</strong> the Government, preserving their value and preventing<br />
them from degrading. The Ministry <strong>of</strong> Finance has already structured<br />
a new division for this corporation and is presently awaiting the<br />
tabling <strong>of</strong> a corresponding bill in Parliament to establish the<br />
corporation.<br />

Enhancement <strong>of</strong> the Corporate Integrity<br />
Pledge (CIP) programme<br />
In addition to celebrating the first anniversary <strong>of</strong> the CIP, plans are<br />
underway to provide training to pledgees to enhance corporate<br />
governance within their various organisations. The roles <strong>of</strong> the CIP<br />
Roundtable members which includes PEMANDU, Bursa <strong>Malaysia</strong>, the<br />
Securities Commission, Companies Commission <strong>of</strong> <strong>Malaysia</strong> (SSM),<br />
the <strong>Malaysia</strong>n Anti-Corruption Commission, the <strong>Malaysia</strong>n Institute <strong>of</strong><br />
Integrity (IIM), and Transparency International <strong>Malaysia</strong> (TI-M), were<br />
realigned to create a more effective and efficient implementation <strong>of</strong><br />
the CIP.<br />

The impact <strong>of</strong> ANTI-CORR NKRA<br />
initiatives are generally intangible<br />
to the rakyat as most occur<br />
behind the scenes, though efforts<br />
have been made in the <strong>GTP</strong> to<br />
quantify their results. The most<br />
significant measure <strong>of</strong> the NKRA’s<br />
initiatives is the country’s CPI rank<br />
as determined by Transparency<br />
International.<br />
As the following KPI table<br />
shows, the ANTI-CORR NKRA<br />
enjoyed success in most <strong>of</strong> its<br />
initiatives in 2012, but not all<br />
were satisfactorily achieved due<br />
to various reasons. In the cases<br />
where an initiative failed to meet<br />
its target, important lessons were<br />
learnt, which will help guide the<br />
implementation process in <strong>GTP</strong> <strong>2.0</strong>.<br />
A change in culture, not just<br />
on the part <strong>of</strong> the Government but<br />
all other stakeholders, will require<br />
undoing decades <strong>of</strong> custom, and<br />
will require the co-operation <strong>of</strong> all<br />
<strong>Malaysia</strong>ns.<br />
