2012 again yielded<br />
significant outcomes,<br />
a summary <strong>of</strong> which is<br />
presented here.<br />
2012 represented the last year <strong>of</strong> the first horizon<br />
<strong>of</strong> the <strong>GTP</strong>, otherwise known as <strong>GTP</strong> 1.0. The <strong>GTP</strong><br />
has been divided into three phases, and <strong>GTP</strong> 1.0<br />
represents the first wave <strong>of</strong> change aimed at<br />
arresting the decline in National Key Result Areas<br />
(NKRAs) and laying down the foundation for further<br />
transformation to come.<br />
The story <strong>of</strong> the <strong>GTP</strong> so far has been one <strong>of</strong><br />
building success upon success, and 2012 was<br />
no different. Despite challenges that led to<br />
several missed targets, the misses were largely<br />
due to the <strong>GTP</strong> being a victim <strong>of</strong> its own success.<br />
The first two years <strong>of</strong> <strong>GTP</strong> 1.0 yielded such<br />
positive results that the bar was significantly<br />
raised for some key initiatives in 2012.<br />
As the last year <strong>of</strong> <strong>GTP</strong> 1.0, the NKRA teams<br />
were particularly cognisant <strong>of</strong> the need to build<br />
sufficiently secure and solid foundations to<br />
sustain the transformation process over the next<br />
eight years. Challenges were encountered and<br />
in most cases overcome; others remained as<br />
learning lessons for the NKRAs.<br />
2012 again yielded significant outcomes,<br />
a summary <strong>of</strong> which is presented here. With the<br />
first horizon having drawn to an end by the end<br />
<strong>of</strong> 2012, the following sub-sections provide a<br />
snapshot <strong>of</strong> the <strong>GTP</strong>’s milestones over the past<br />
three years.<br />
