<strong>Mikhail</strong> <strong>Fominykh</strong> developed presented framework <strong>and</strong> wrote the<br />

paper with Ekaterina Prasolova-Førl<strong>and</strong>. Francesco Bellotti <strong>and</strong><br />

<strong>Mikhail</strong> Morozov provided feedback throughout the writing<br />

process. All the authors participated in projects which the study is<br />

based on.<br />

In this paper, we propose a holistic approach to the educational<br />

virtual city design. The concept <strong>of</strong> ‘Universcity’ is a general<br />

framework with hierarchical <strong>and</strong> multilayer structure that can be<br />

used for designing virtual cities, most relevant for researchor/<strong>and</strong><br />

education-intensive cities. The presented approach was<br />

developed based on related work <strong>and</strong> the experience in two<br />

projects: VCYO <strong>and</strong> TIE.<br />

The paper contributes towards C6: ‘Universcity’ framework. In<br />

addition, it makes a minor contribution to C4: Guidelines for<br />

designing virtual campuses <strong>and</strong> educational virtual cities <strong>and</strong> C5:<br />

Virtual Research Arena framework.<br />

The paper answers research question RQ3b: How to support<br />

learning communities in an educational virtual city?<br />
