• Development of a targeted program to monitor<br />

high-risk private, s<strong>in</strong>gle-family, well-water systems<br />

(<strong>Great</strong> <strong>Lakes</strong> Commission, 2006).<br />

• Mandate stricter and more encompass<strong>in</strong>g well<br />

test<strong>in</strong>g for bacterial and viral contam<strong>in</strong>ation.<br />

• To ensure enforcement of proper well clos<strong>in</strong>gs,<br />

provide Ontario MOE with <strong>the</strong> means of obta<strong>in</strong><strong>in</strong>g<br />

more tra<strong>in</strong>ed employees.<br />

• Employ licensed well drillers and pump <strong>in</strong>stallers<br />

to properly close abandoned wells (Wiscons<strong>in</strong><br />

DNR, 2006).<br />

• Enforcement and regular <strong>in</strong>spection of private<br />

dr<strong>in</strong>k<strong>in</strong>g water well construction and ma<strong>in</strong>tenance<br />

is greatly needed. Ontario MOE has no staff<br />

dedicated to <strong>the</strong>se <strong>in</strong>spections on an ongo<strong>in</strong>g basis<br />

(ECO, 2007).<br />

• Amend Ontario’s well regulations to be more<br />

direct, leav<strong>in</strong>g fewer opportunities for <strong>in</strong>dividual<br />

<strong>in</strong>terpretation (ECO, 2006).<br />

• Undertake an <strong>in</strong>ventory to determ<strong>in</strong>e accurate<br />

numbers of functional and abandoned wells.<br />

• Implement programs to help properly educate well<br />

owners regard<strong>in</strong>g well construction, ma<strong>in</strong>tenance<br />

and decommission<strong>in</strong>g.<br />
