Six additional recommendations made by <strong>the</strong><br />

RiverSides Stewardship Alliance and Sierra Legal<br />

Defence Fund to <strong>the</strong> Prov<strong>in</strong>ce of Ontario and <strong>the</strong> federal<br />

government should be considered for implementation.<br />

1. The Environmental Protection Act, Classes of<br />

Contam<strong>in</strong>ants – Exemptions, R. R. O. 1990,<br />

Regulation 339 be immediately revoked.<br />

2. The Ontario M<strong>in</strong>istry of <strong>the</strong> Environment immediately<br />

implement a phased-<strong>in</strong> mandatory road salt<br />

management regime requir<strong>in</strong>g all road authorities<br />

to seek a Certificate of Approval under <strong>the</strong><br />

Environmental Protection Act for road salt storage,<br />

application or snow disposal <strong>in</strong> Ontario.<br />

3. Ontario’s Bill 43 require that all dr<strong>in</strong>k<strong>in</strong>g water<br />

source protection plans address <strong>the</strong> issue of road<br />

salt, regardless of <strong>the</strong> threat assessment on current<br />

and potential dr<strong>in</strong>k<strong>in</strong>g water sources, until such<br />

time as <strong>the</strong> permit system can be implemented.<br />

4. The Ontario government <strong>in</strong>stitute an educational<br />

and regulatory program to reduce <strong>the</strong> <strong>in</strong>cidence of<br />

accidents on w<strong>in</strong>ter roads. Specifically, mandatory<br />

reductions <strong>in</strong> speed limits dur<strong>in</strong>g w<strong>in</strong>ter conditions<br />

and mandatory requirements for snow tires under<br />

<strong>the</strong> Highway Traffic Act.<br />

5. Road salts be immediately listed on Schedule 1<br />

under <strong>the</strong> Canadian Environmental Protection Act,<br />

1999.<br />

6. The federal government pursue changes to <strong>the</strong><br />

<strong>Great</strong> <strong>Lakes</strong> Water Quality Agreement that would<br />

require proper management of road salts use<br />

throughout <strong>the</strong> <strong>Great</strong> <strong>Lakes</strong> Bas<strong>in</strong>.<br />
