Desal<strong>in</strong>ization<br />

Potential water shortages across <strong>the</strong> United States have<br />

placed <strong>in</strong>creas<strong>in</strong>g pressure on desal<strong>in</strong>ization (Boyle,<br />

2008). Currently 0.4% of <strong>the</strong> water used <strong>in</strong> <strong>the</strong> United<br />

States is generated by desal<strong>in</strong>ization. However, <strong>the</strong><br />

United States capacity to desal<strong>in</strong>ate water grew by<br />

approximately 40% between 2000 and 2005 (Boyle,<br />

2008). Environmental impacts of desal<strong>in</strong>ization are<br />

uncerta<strong>in</strong>. By-products of desal<strong>in</strong>ization, <strong>in</strong>clud<strong>in</strong>g<br />

br<strong>in</strong>e, clean<strong>in</strong>g and condition<strong>in</strong>g agents, must be<br />

properly handled and disposed of lest <strong>the</strong>y be released<br />

<strong>in</strong>to and contam<strong>in</strong>ate water supplies (Committee on<br />

Advanc<strong>in</strong>g Desal<strong>in</strong>ation Technology, 2008).<br />

RECOMMENDED ACTION<br />

Immediate steps need to be taken to help alleviate groundwater<br />

contam<strong>in</strong>ation and o<strong>the</strong>r associated problems<br />

as a result of road salt use. Dayton, Ohio, banned road<br />

salt usage to protect groundwater quality <strong>in</strong> <strong>the</strong> aquifer<br />

located beneath <strong>the</strong> city (Hall, 2001). O<strong>the</strong>r communities<br />

are look<strong>in</strong>g <strong>in</strong>to <strong>the</strong> use of alternative de-ic<strong>in</strong>g products.<br />

Alternative anti-ic<strong>in</strong>g and de-ic<strong>in</strong>g products, many of<br />

which are significantly more environmentally friendly than<br />

traditional salt, are be<strong>in</strong>g offered by numerous companies<br />

(Glacial Technologies, 2008; SynTech ®<br />

Products, 2008).<br />

Massachusetts uses a calcium chloride spray on selected<br />

roadways which is more effective and able to be applied<br />

<strong>in</strong> smaller doses than sodium chloride, and calcium<br />

magnesium acetate, which has low toxicity and is biodegradable,<br />

on bridges (Adam and Sanders, 2005). London,<br />

Ontario, is us<strong>in</strong>g alternatives <strong>in</strong>clud<strong>in</strong>g beet juice, a noncorrosive<br />

organic product, to m<strong>in</strong>imize road salt which<br />

is only applied to one-third of its roadways (Simunac,<br />

2007). Toronto has <strong>in</strong>stalled computer controls on salt<br />

trucks allow<strong>in</strong>g for more accurate application of salt as<br />

well as utiliz<strong>in</strong>g snow melt<strong>in</strong>g mach<strong>in</strong>es <strong>in</strong> areas where<br />

sewers and stormwater systems are comb<strong>in</strong>ed (Adam and<br />

Sanders, 2005). A study by Kahl (2002) us<strong>in</strong>g agricultural<br />

by-products, residues from <strong>the</strong> process<strong>in</strong>g of gra<strong>in</strong>s and<br />

o<strong>the</strong>r agricultural products, for anti-ic<strong>in</strong>g and de-ic<strong>in</strong>g<br />

compounds <strong>in</strong> Michigan has shown promise. Pre-wett<strong>in</strong>g<br />

rock salt reduced its use by 28-38%. With<strong>in</strong> Canada 80%<br />

of road authorities have a Salt Management Plan, 89%<br />

have salt stored under a permanent roof and 34% have<br />

equipment equipped with electronic spread<strong>in</strong>g controllers<br />

(Environment Canada, 2007a). However, <strong>the</strong> quantity of<br />

road salt that is be<strong>in</strong>g applied still needs to be drastically<br />

reduced. In order to achieve a reduction it is recommended<br />

that a comprehensive and <strong>in</strong>tegrated approach be established.<br />

The RiverSides Stewardship Alliance and Sierra<br />

Legal Defence Fund recommends <strong>the</strong> implementation of<br />

best management practices for storage and application,<br />

improv<strong>in</strong>g application techniques, us<strong>in</strong>g alternative<br />

products and implement<strong>in</strong>g policies to promote social<br />

change. The follow<strong>in</strong>g recommendations should be implemented<br />

<strong>in</strong> order to achieve <strong>the</strong>se goals.<br />

• Proper storage and handl<strong>in</strong>g of salt piles at patrol<br />

yards reduc<strong>in</strong>g losses through wea<strong>the</strong>r<strong>in</strong>g, transfers,<br />

equipment washwater and release of storm<br />

water (Schueler, 2005; Environment Canada, 2001).<br />

• Educational programs and improved tra<strong>in</strong><strong>in</strong>g for<br />

workers (Schueler, 2005).<br />

• Calibrated spreaders must be <strong>in</strong>stalled, allow<strong>in</strong>g for<br />

<strong>the</strong> lowest needed doses to be applied (RiverSides<br />

Stewardship Alliance and Sierra Legal Defence<br />

Fund, 2006; Schueler, 2005).<br />

• Improved forecast<strong>in</strong>g systems, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>frared<br />

<strong>the</strong>rmometers and road surface friction sensors,<br />

allow<strong>in</strong>g roads to be treated at <strong>the</strong> most effective<br />

time (RiverSides Stewardship Alliance and Sierra<br />

Legal Defence Fund, 2006; Schueler, 2005).<br />

• Change application from dry salt to a salt br<strong>in</strong>e,<br />

<strong>in</strong>creas<strong>in</strong>g efficiency (RiverSides Stewardship<br />

Alliance and Sierra Legal Defence Fund, 2006).<br />

Studies <strong>in</strong> Denmark <strong>in</strong>dicate that br<strong>in</strong>es conta<strong>in</strong><strong>in</strong>g<br />

26% less sodium chloride would have <strong>the</strong> same<br />

effect as pre-wetted salt (Fonnesbech, 2000).<br />

• Proper disposal techniques for road salt-laden snow.<br />

Removed snow should be deposited <strong>in</strong> <strong>the</strong> least<br />

environmentally sensitive areas or storm sewers.<br />

Sufficient dilution of <strong>the</strong> snow melt also should be<br />

undertaken before <strong>the</strong> meltwater is released back<br />

<strong>in</strong>to <strong>the</strong> environment (Environment Canada, 2001).<br />

• Designate low-salt application zones near environmentally<br />

sensitive areas (RiverSides Stewardship<br />

Alliance and Sierra Legal Defence Fund, 2006;<br />

Schueler, 2005).<br />

• Alternative compounds should be utilized where<br />

economically feasible. These <strong>in</strong>clude calcium<br />

chloride, potassium chloride, magnesium chloride,<br />

calcium magnesium acetate, potassium acetate,<br />

sodium acetate, sodium formate, potassium formate<br />

and M-50 products (RiverSides Stewardship<br />

Alliance and Sierra Legal Defence Fund, 2006;<br />

Jackson and Jobbágy, 2005; Environment Canada,<br />

2001; Adam and Sanders, 2005).<br />

• Educational programs regard<strong>in</strong>g <strong>the</strong> effects of road<br />

salt need to be made available to citizens, as well as<br />

encouragement to use alternatives, such as calcium<br />

chloride, which can be applied <strong>in</strong> lower doses<br />

(Hausbeck et al., 2005; Schueler, 2005).<br />

• Encourage <strong>the</strong> reduction of w<strong>in</strong>ter speed limits<br />

and <strong>in</strong>creased w<strong>in</strong>ter tire use <strong>in</strong> order to reduce <strong>the</strong><br />

sole reliance on road salt (RiverSides Stewardship<br />

Alliance and Sierra Legal Defence Fund, 2006). By<br />

law w<strong>in</strong>ter tires are mandatory <strong>in</strong> Quebec from<br />

November 15 to April 15 of every year (“Quebec<br />

first,” 2007).
