Germany plays a key role on both the supply side and the demand side. Within the European Union (EU27), the German aluminium rolling industry’s competitiveness is very good and it has a high market share. The federal republic is also the largest market for rolled aluminium products in Europe, so the country has to adopt the mantle of the EU27’s economic driving force. structure and development of the production The European market for rolled aluminium semis is an oligopoly: there are a few large or medium-sized producers satisfying the demand of a large number of small to mediumsized users. Suppliers include Alcoa, Aleris, Amag, Constellium, Elval, Hydro and Novelis. They all produce aluminium sheet and plate, i. e. rolled aluminium with a thickness greater than 0.2 mm. Thinner products are classified as foil and will not be considered here. The five largest European economies, namely Germany, France, Italy, the UK and Spain, account for some three quarters of the rolled aluminium produced in the EU27. Germany is by far the largest producer, accounting for almost 50% of the European total. About two thirds of Germany’s rolled aluminium production is exported. Production of rolled aluminium in Germany rose 1% in 2012, to some 1.85 million tonnes (Fig. 1). This was attributable to the development in the production of coil and strip with a thickness exceeding 0.2 mm – quantitatively the most important market segment; year-on-year, production increased by 2.2% or about 34,300 tonnes here, to some 1.59 million tonnes. Sheet, which has a thickness of between 0.2 and 5.99 mm, accounts for the second largest share of production. Here, a total of 175,000 tonnes were produced. This represents a decline of 1.2% or some 2,200 tonnes in 2012. The production of plate (thickness exceeding 6 mm) was 85,400 tonnes in 2012 (-12.4%). During the same period, the production of stampings (circles and blanks) fell 13.7% to 6,400 tonnes. Two competitive aspects in particular will be considered: firstly the competitiveness of the domestic industry within the specific country and secondly the competitiveness of the domestic industry abroad. For this analysis, the export structures (a) and the import structures (b) of the EU27 countries were computed and compared with each other.
