Gabriella Irsten is a Programme Associate with Reaching Critical Will
(RCW). She coordinates RCW's project on the international code of conduct
on outer space activities. Furthermore, her work involves policy building and
advocacy for stronger disarmament tools by means of incorporating human
rights as well as humanitarian aspects into United Nation (UN) disarmament
processes. Other work-related topics include military spending, human
security and other peace- & security-related issues. She has a joint master's
degree in Humanitarian Action & Peace Building and Conflict Resolution
(NOHA) from the Ruhr Universität Bochum in Germany and Uppsala
University in Sweden.
Brett Biddington is the founder of a consulting company specialising in
space and cyber security matters. He is a director of the Kokoda
Foundation, a Canberra-based 'think tank,' and is an Adjunct Professor at the
Security Research Institute at Edith Cowan University in Perth, Western
Australia. Between 2002 and 2009 he was a member of Cisco Systems' global
space team. Before that, he was an intelligence and security specialist and
later a capability developer in the Royal Australian Air Force (RAAF). He
sponsored command and control, intelligence, surveillance, reconnaissance
and electronic warfare projects including classified and unclassified space
initiatives.
Dr. Fermin Romero Vazquez is an External Consultant for the Mexican
Space Agency. He is the former Secretariat Pro Tempore for the Space
Conference of the Americas. He has a Bachelor of Arts Degree in
International Relations with extensive experience in the Mexican federal
public service, particularly in the Ministry of Foreign Affairs (SRE). At SRE,
he served as Director for the General Assembly and International
Organizations, Director of International Security, Deputy Director for
International Organizations, and Deputy Director of Political and Social
Affairs. Currently, he is the Director for UN General Assembly, Space
Agenda and Telecommunications in the Directorate General for the UN of
SRE, where he is actively promoting the development of aerospace and
telecommunications in Mexico, and has helped to establish the Mexican
Space Agency. In November 2010 he was appointed by the Plenary of the
6th Space Conference of the Americas, as the VI Secretary Pro Tempore of
the SCA for 2011-2013.
