Taking into account that space debris affects the sustainable use of
outer space, constitute a hazard to outer space activities and
potentially limit the effective deployment and utilisation of associated
outer space capabilities;
Convinced that a multi lateral code of conduct aimed at enhancing
safety, security, and sustainability of outer space activities could
become a useful complement to international law as it applies to
outer space;
Considering that established space actors have acquired
knowledge regarding general practice stoenhance the,s afety, security
and sustainability of space activities thatcouldusefully
bemadeavailabletoother Subscribing States, forthe benefit ofall;
Reaffirming existingcommitments to resolve any dispute concerning
activitiesin outer spacebypeaceful means;
Recognising thenecessity of a comprehensive approach to safety and
securityin outer space;
Reaffirmingtheir commitment tothe Charter ofthe United Nations;
Without prejudiceto ongoing and future work in other appropriate
internationalforasuchastheUnitedNationsCommitteeonthePeaceful
Uses of OuterSpaceandthe Conferenceon Disarmament;

1. Purpose and Scope
1.1. The purpose of this Code is to enhance the safety, security, and
sustainability of outer space activities.
1.2. This Code addresses outer space activities involving all space objects
launched into Earth or bit or beyond, conducted by a Subscribing
State, or jointly with other States, or by non-governmental entities
under the jurisdiction of a Subscribing State, including those
activities conducted within the framework of international
intergovernmental organisations.
1.3. This Code for msaregime of transparency and confidence-building
measures, with the aim of creating mutual understanding and trust,
helping both to prevent confrontation and foster national, regional
