16. In each face, the presence of oxygen <strong>and</strong> of methane only.<br />

It should be noted that carbon dioxide (CO2) <strong>and</strong> nitric oxide (NO) are<br />

produced during the combustion of diesel fuel. These gases may pose a hazard<br />

to anyone receiving short-term exposure to harmful quantities. See chart<br />

located in section H of this chapter for additional information.<br />

In some cases, the air quantities or velocities specified in the mine ventilation<br />

plan or regulations may be inadequate to continuously dilute, render harmless,<br />

<strong>and</strong> carry away flammable, explosive, noxious, <strong>and</strong> harmful gases, dusts,<br />

smoke, <strong>and</strong> fumes. In those instances, or if the inspector determines the mine<br />

ventilation plan is not suitable to address mining conditions, the inspector<br />

should submit an <strong>MSHA</strong> Form 2000-204 (Plan Review Form) through their<br />

supervisor immediately.<br />

When an inspector observes gas detectors in use at the mine, (s)he should<br />

physically examine a representative number of the instruments to determine<br />

whether the detector(s) is turned on <strong>and</strong> functions properly, <strong>and</strong> assess the<br />

worker’s knowledge concerning their use. (Refer to Q&As 1992 Ventilation<br />

H<strong>and</strong>book; 1996 Vent. Final Rule: 61 Fed. Reg. 9764 (March 11, 1996); <strong>and</strong><br />

Corrections Notice 1996 Final Rule: 61 Fed. Reg. 29287 (June 10, 1996) for<br />

additional information.)<br />

Documentation Required: The results of Ventilation General Tests <strong>and</strong><br />

Measurements (items 1 through 14 above) should be documented in the inspection notes<br />

to include the test location <strong>and</strong> the test <strong>and</strong> measurement results, until each area of the<br />

ventilation general tests <strong>and</strong> measurements is fully inspected. Methane (CH4) <strong>and</strong><br />

oxygen (O2) tests shall be taken at each required location <strong>and</strong> recorded as a percentage.<br />

The air velocity <strong>and</strong> area (height <strong>and</strong> width of location where the required measurement<br />

was taken) shall be recorded with the air quantity calculated. In addition to completing<br />

this procedure for all outby areas, the inspector should only once clearly mark each<br />

working section air readings that contribute to the E01 inspection by date <strong>and</strong> initials<br />

on the mine tracking map, including the locations of any approved evaluation or<br />

measurement points associated with the aircourse.<br />
