Documentation Required: Roof <strong>and</strong> Rib observations should be documented in the<br />

inspection notes to show the MMU number, <strong>and</strong> that the roof <strong>and</strong> ribs appear<br />

adequately supported. If geological conditions that are abnormal to regular mining<br />

conditions (faults, interfaces, etc.) are observed, they should be noted. A general<br />

statement about the discussion held with miners for each MMU inspected about<br />

current mining activities <strong>and</strong> conditions, <strong>and</strong> training with respect to the roof control<br />

plans is adequate; focusing especially on training with respect to retreat mining<br />

activities will suffice.<br />

17. Sanitary Facilities. Sanitary facilities located on a working section shall be<br />

inspected for compliance with §§ 75. 1712-6 (Underground sanitary facilities;<br />

installation <strong>and</strong> maintenance) <strong>and</strong> 75. 1712-10 (Underground sanitary facilities;<br />

maintenance). Special attention shall be given to the location <strong>and</strong> cleanness of<br />

these facilities. (Refer to Sanitary Toilets: 68 Fed. Reg. 37082 (June 23, 2003) for<br />

additional information.)<br />

18. Section Equipment. The inspector shall compare the mine operator’s record<br />

of weekly examination of electrical equipment to electrical equipment in use<br />

<strong>and</strong> available for use. All electrical equipment in use <strong>and</strong> available for use<br />

should be maintained <strong>and</strong> listed in the ITS. An inspection shall be conducted<br />

of each piece of in use <strong>and</strong> available for use electrical equipment as listed in the<br />

operator examination records or observed in use by the inspector to determine<br />

compliance with applicable st<strong>and</strong>ards <strong>and</strong> to determine if hazardous or<br />

potentially hazardous conditions exist, with attention to permissibility, safe<br />

access, guards, equipment condition, fire suppression systems, combustible<br />

materials, fire protection, condition of trailing or inter-machine electrical<br />

cables, cable conduit, circuit breaker capacity <strong>and</strong> identification, methane<br />

monitor, <strong>and</strong> safety devices. Each piece of in use <strong>and</strong> available for use portable<br />

electrical equipment should be inspected. The inspector shall assure the circuit<br />

breaker, receptacle, <strong>and</strong> plug is labeled to be the same. On at least an annual basis<br />

electrical specialists or inspectors who hold a current <strong>MSHA</strong> electrical qualification<br />

card should conduct a complete permissibility inspection of each longwall system. If<br />

an inspector finds that wiring of electric equipment is in a rundown condition,<br />

with many violations existing on one unit of equipment <strong>and</strong> if there is<br />

evidence that thorough <strong>and</strong> complete examinations are not being made or that<br />

the required tests are not being made, a citation should be issued under<br />

§ 75.512 (Electric equipment; examination, testing <strong>and</strong> maintenance). Please<br />

refer to the Coal Electrical Inspection Procedures H<strong>and</strong>book, Chapter 2, for<br />

more information. Inspectors shall not attempt to perform inspections or tests<br />
