underground area of the mine does not carry smoking materials, matches, or<br />

lighters.<br />

13. Advise company officials to alert mine rescue teams, doctors, <strong>and</strong> hospitals, if<br />

needed.<br />

14. Advise company officials that current mine maps or prints will be needed.<br />

15. If another <strong>MSHA</strong> employee is not present at the mine, request that company<br />

officials assign someone on the surface to maintain a log of all rescue <strong>and</strong><br />

recovery activities. As soon as another <strong>MSHA</strong> employee is available, he or she<br />

shall be assigned to maintain a separate log for <strong>MSHA</strong>.<br />

16. After the above surface tasks have been completed, proceed underground if this<br />

can be done safely, to monitor the firefighting <strong>and</strong> rescue/recovery operations<br />

<strong>and</strong> look for additional information <strong>and</strong> causes. If two <strong>MSHA</strong> personnel are<br />

dispatched to the emergency site, one may proceed directly underground, if this<br />

can be done safely.<br />

17. Relay all pertinent information to an <strong>MSHA</strong> person on the surface who shall<br />

relay this information to the District Office.<br />

18. Upon arrival underground, check returns for methane, carbon monoxide, <strong>and</strong><br />

other gases if this can be done safely <strong>and</strong> advise company officials to assign<br />

persons to continuously sample the returns <strong>and</strong> report the results.<br />

19. All <strong>MSHA</strong> personnel shall keep complete notes on all activities performed in<br />

their work assignments. All such notes shall be submitted to the District<br />

Manager or other designated District official.<br />

20. Report all gas readings <strong>and</strong> mine conditions to the <strong>MSHA</strong> person in charge of the<br />

log, <strong>and</strong> keep a record of time, location, <strong>and</strong> gas readings in a notebook. Make<br />

sure that the gas detecting devices are accurate.<br />

U. Use of 103 (j) <strong>and</strong> (k) orders. As specified in Item T.1 above, on learning of a mine<br />

emergency, as soon as possible, <strong>MSHA</strong> shall issue a 103(j) or (k) order (depending on<br />

whether or not an inspector is present at the mine site) to the operator along with<br />
