GENERAL INSPECTION PROCEDURES <strong>HANDBOOK</strong> CHAPTER 3<br />

be conducted of each piece of in use <strong>and</strong> available for use permanent electrical<br />

equipment as listed in the operator examination records or observed in use by<br />

the inspector to determine compliance with applicable st<strong>and</strong>ards <strong>and</strong> to<br />

determine if hazardous or potentially hazardous conditions exist, with<br />

attention to safe access, guards, equipment condition, fire suppression<br />

systems, combustible materials, fire protection, condition of trailing or power<br />

cables, circuit breaker settings, cable conduit, braking mechanisms, reflective<br />

materials, <strong>and</strong> safety devices. If an inspector finds that wiring of electric<br />

equipment is in a rundown condition, with many violations existing on one<br />

unit of equipment, <strong>and</strong> if there is evidence that thorough <strong>and</strong> complete<br />

examinations are not being made or that the required tests are not being made,<br />

a citation should be issued under § 75.512 (Electric equipment; examination,<br />

maintenance <strong>and</strong> testing). Please refer to the Electrical Inspection H<strong>and</strong>book,<br />

Chapter 2, for more information. Inspectors shall not attempt to perform<br />

inspections or tests that require the expertise of an electrical specialist.<br />

Documentation Required: Each piece of in use <strong>and</strong> available for use outby<br />

permanent or portable electrical equipment, including the equipment description <strong>and</strong><br />

company number, serial number, approval number, or other positive identification,<br />

inspected under this procedure should be listed in the inspection notes. Small pieces of<br />

h<strong>and</strong>held electrical equipment are not required to be listed in the ITS.<br />

13. Seals. All seals must be inspected each quarter, including new seals <strong>and</strong> seals<br />

being constructed, except seals determined by <strong>MSHA</strong> to be gob isolation seals<br />

in an approved spontaneous combustion plan (§ 75.334(f) (Worked-out areas<br />

<strong>and</strong> areas where pillars are being recovered)). Seals that are constructed as<br />

part of an approved spontaneous combustion plan that are accessible, such as<br />

those outby the face on the tailgate or inby the face on the headgate, also need<br />

to be inspected. It may also be necessary to inspect seals during spot<br />

inspections under Section 103(i) of the <strong>Mine</strong> Act. All mine seals shall be<br />

inspected for compliance with applicable st<strong>and</strong>ards <strong>and</strong> approved plans,<br />

including their condition <strong>and</strong> seals under construction, water traps, test pipes,<br />

examination certifications, <strong>and</strong> seal ventilation. <strong>MSHA</strong> seal sampling<br />

procedures shall be followed during inspection of mine seals. (Refer to <strong>MSHA</strong><br />

Form 7000-10U; Q & A’s Sealing Ab<strong>and</strong>oned Areas 12-2008; Seals: 73 Fed. Reg.<br />

21182 (April 18, 2008); <strong>and</strong> Seal Correction Notice: 73 Fed. Reg. 27729 (May 14,<br />

2008) for additional information.)<br />

During the inspections, the following evaluations must be conducted:<br />

1. Review examination record books concerning seals <strong>and</strong> adjacent aircourses<br />

before going underground, including the sampling records under<br />

§ 75.336(e) (Sampling <strong>and</strong> monitoring requirements). Any hazardous<br />
