c. Assure the annual refresher training has been conducted for each employee<br />

on or before the annual requirements with the exception of new employees<br />

hired as a New <strong>Mine</strong>r or Experienced <strong>Mine</strong>r. (Example: An employee’s<br />

training was conducted on July 1, 2011; was the annual refresher training<br />

conducted on or before July 31, 2012);<br />

d. Assure New <strong>Mine</strong>r Training, Experienced <strong>Mine</strong>r Training, Hazard Training,<br />

New Task Training, <strong>and</strong> Annual Refresher Training have been provided as<br />

required; <strong>and</strong><br />

e. Assure all applicable training courses required (New <strong>Mine</strong>r Training,<br />

Experienced <strong>Mine</strong>r Training, <strong>and</strong> Annual Refresher Training) have been<br />

conducted by an <strong>MSHA</strong> approved instructor qualified for the subject course.<br />

New Task Training of miners <strong>and</strong> Hazard Training do not have to be<br />

performed by <strong>MSHA</strong>-approved instructors.<br />

Specific training requirements <strong>and</strong> types for miners <strong>and</strong> independent<br />

contractors may be found in Volume III of <strong>MSHA</strong>’s PPM. (Refer to the<br />

Education <strong>and</strong> Training Procedures H<strong>and</strong>book for additional guidance.)<br />

Documentation Required: The inspector should document the specific type of<br />

training record reviewed (annual refresher, hazard, newly employed inexperienced<br />

miner, etc.) <strong>and</strong> the approximate number of training records reviewed.<br />

17. Observation of Multi-Gas Detector Calibration. Observation of detector gas<br />

calibrations shall be conducted to assure the proper calibration of gas detectors<br />

or otherwise determine that calibrations are being properly performed as<br />

recommended by the detector manufacturer.<br />

B. Underground <strong>and</strong> Surface of Underground <strong>Mine</strong> Records <strong>and</strong> Postings. All<br />

records <strong>and</strong> postings listed in this section shall be reviewed during a Regular <strong>Safety</strong><br />

<strong>and</strong> <strong>Health</strong> inspection. Before the inspection is completed, all records required to be<br />

created <strong>and</strong>/or retained since the ending date of the previous Regular <strong>Safety</strong> <strong>and</strong><br />

<strong>Health</strong> inspection shall be reviewed.<br />

The purpose of an inspector’s review of the operator’s examination records is to<br />

assure that required examinations are performed at required intervals, properly<br />

recorded, <strong>and</strong> violations <strong>and</strong>/or hazardous conditions are recorded <strong>and</strong> corrected in<br />

a timely manner. The review should be used during inspections to assure all areas<br />

of the mine site are being examined in accordance with 30 CFR <strong>and</strong> any approved<br />

plans, <strong>and</strong> the ventilation of worked-out <strong>and</strong> outby areas has been properly<br />

evaluated.<br />
