GENERAL INSPECTION PROCEDURES <strong>HANDBOOK</strong> CHAPTER 3<br />

Documentation Required: Each dumping facility shall be inspected per the<br />

procedural requirement <strong>and</strong> documented, including the area(s) inspected.<br />

8. Electrical Installations. The inspector shall compare the mine operator’s record<br />

of monthly examination to electrical installations that are in use <strong>and</strong> available<br />

for use. All electrical installations that are in use <strong>and</strong> available for use should be<br />

listed <strong>and</strong> maintained in the ITS. An inspection shall be conducted of all surface<br />

electrical installations for compliance including existing <strong>and</strong> potential hazards,<br />

such as structure condition, guarding, combustible accumulations, lighting, fire<br />

protection, safety devices, examinations, circuit breaker identification <strong>and</strong><br />

capacity, danger signs, <strong>and</strong> safe access. If an inspector finds that wiring of<br />

electric equipment is in a rundown condition, with many violations existing on<br />

one unit of equipment <strong>and</strong> if there is evidence that thorough <strong>and</strong> complete<br />

examinations are not being made or that the required tests are not being made,<br />

a citation should be issued under § 77.502 (Electric equipment; examination,<br />

testing, <strong>and</strong> maintenance). Please refer to the Coal Electrical Inspection<br />

H<strong>and</strong>book, Chapter 2, for more information. A regular inspector shall not<br />

attempt to perform inspections or tests that require the expertise of an electrical<br />

specialist.<br />

Documentation Required: Each electrical installation shall be inspected <strong>and</strong><br />

documented including the area(s) inspected.<br />

9. Equipment (Other), Including Electrical Equipment. The inspector should<br />

compare the mine operator’s record of monthly examination to electrical<br />

equipment in use <strong>and</strong> available for use. All electrical equipment in use <strong>and</strong><br />

available for use at the mine should be listed <strong>and</strong> maintained in the ITS. The<br />

inspector shall review the operator’s examination records <strong>and</strong> inspect aerial<br />

tramways, <strong>and</strong> in use <strong>and</strong> available for use haulage, mobile, <strong>and</strong> portable<br />

equipment. Areas where these types of equipment are used, such as custom<br />

coal preparation facilities, shall be inspected for compliance with applicable<br />

st<strong>and</strong>ards <strong>and</strong> to determine if hazardous or potentially hazardous conditions<br />

exist. Attention should be given to safe access, guards, equipment condition,<br />

braking systems, audible warning devices, back-up alarms, cab windows,<br />

examinations, fire detection systems, combustible materials, fire protection,<br />

condition of electrical cables, wiring, <strong>and</strong> circuit protection. This procedure also<br />

applies to independent contractor equipment in service at the mine. Spare<br />

surface equipment as defined under this section only <strong>and</strong> not routinely used,<br />

such as those maintained on a ready line, tagged out of service <strong>and</strong> disabled<br />

(such as the battery being removed), do not have to be inspected.<br />

Documentation Required: Each piece of equipment inspected should be<br />

identified by equipment manufacturer, equipment type, an identifying number<br />

(serial number, company number, etc.), <strong>and</strong> the location(s) of the equipment<br />
