GENERAL COAL MINE INSPECTION PROCEDURES AND<br />

INSPECTION TRACKING SYSTEM <strong>HANDBOOK</strong> CHAPTER 4<br />

M. Electrical Inspections/Investigations. Electrical inspection <strong>and</strong> investigation<br />

procedures are found in the Coal Electrical Inspection Procedures H<strong>and</strong>book. A<br />

regular inspector shall not attempt to perform inspections or tests that require the<br />

expertise of an electrical specialist.<br />

N. <strong>Health</strong> Inspections/Investigations. <strong>Health</strong> inspection <strong>and</strong> investigation procedures<br />

are found in the Coal <strong>Mine</strong> <strong>Health</strong> Inspection Procedures H<strong>and</strong>book, Chapter 1<br />

Revision, Chapter 3 Revision, Chapter 5 Revision, Chapter 6 Revision, <strong>and</strong> Chapter 9<br />

Revision. The inspector/specialist is not required to sign the dust sampling result on<br />

computer generated MSN 014 after the results are analyzed (only that there must be<br />

some type of identifier of who conducted the survey). A copy of MSN 014 should be<br />

maintained with the event inspection report on which it was conducted. The inspector<br />

/specialist should assure that all Respirable Dust Sampling <strong>and</strong> Monitoring Data<br />

<strong>MSHA</strong> Form 2000-86s are inserted in the event inspection report. <strong>MSHA</strong> Form 2000-<br />

146 is no longer to be used. (Refer to <strong>MSHA</strong> Form 2000-86 Respirable Dust Sampling<br />

<strong>and</strong> Monitoring Data; <strong>MSHA</strong> Form 2000-84 Noise; 2000-96 Designated Occupation<br />

Change Notice; Q&As Noise Exposure 2000; Coal <strong>Mine</strong> Occupations Form 2000-169;<br />

<strong>and</strong> Dust Sampling: 75 Fed. Reg. 17512 (April 6, 2010) for additional information <strong>and</strong><br />

available forms.)<br />

High Levels of Quartz: Each respirable dust sample that indicates quartz exposures<br />

that are determined to be greater than 100 µgm³ based on <strong>MSHA</strong> <strong>and</strong>/or operator<br />

collected samples shall be investigated. For underground mines <strong>and</strong> surface sampling<br />

entities with a dust-control plan, these actions will be addressed by notifying the mine<br />

operator of <strong>MSHA</strong>’s concerns about miners’ exposure to high quartz levels <strong>and</strong> the need<br />

to address these concerns by modifying the dust-control parameters to reduce the<br />

quartz in the miners’ work environment as measured by respirable dust samples.<br />

O. Part 50 Audit Program. The District Manager shall be responsible for the audit<br />

program. Audits will be conducted under the inspection <strong>and</strong> investigation authority of<br />

Section 103 of the <strong>Mine</strong> Act <strong>and</strong> 30 CFR Part 50. Audits shall be conducted when<br />

necessary as determined by the District Manager. To accomplish these audits, auditors<br />

shall review <strong>and</strong> document information related to accidents, injuries, <strong>and</strong> occupational<br />

illnesses. They will also review the quarterly employment <strong>and</strong> coal production<br />

reports, which <strong>MSHA</strong> considers relevant <strong>and</strong> necessary to determine compliance with<br />

the reporting requirements. The auditors will be inspectors selected by the District<br />

Manager, <strong>and</strong> they should have a thorough underst<strong>and</strong>ing of Part 50 <strong>and</strong> audit<br />

procedures.<br />
