miners are not familiar with the routes <strong>and</strong> procedures, instructions or directions<br />

to the nearest escape route should be given.<br />

4. Advise company officials to have the surface fans examined to determine their<br />

condition. If a fan is not operating, it should remain off until examinations are<br />

made <strong>and</strong> it is determined that the fan should be restarted. All responsible<br />

agencies <strong>and</strong> company officials should be consulted before restarting a fan.<br />

5. Advise company officials to have an attendant assigned to each operating surface<br />

fan to ensure continued operation.<br />

6. Advise company officials to have qualified persons make carbon monoxide<br />

<strong>and</strong> methane tests at each exhausting surface fan <strong>and</strong> keep a log of the results<br />

obtained.<br />

7. Notify officials at interconnected mines of the emergency <strong>and</strong> inform them that<br />

you are issuing them a verbal order of withdrawal.<br />

8. Advise company officials to establish police lines to restrict entrance to mine<br />

property except to authorized personnel <strong>and</strong> to assign guards for the entrances to<br />

each mine opening.<br />

9. Determine whether power is on in the mine <strong>and</strong> in what areas. <strong>Mine</strong> power<br />

available outside of the affected area should be used for transporting mine<br />

personnel to the surface <strong>and</strong> for transporting firefighting <strong>and</strong> rescue/recovery<br />

personnel <strong>and</strong> supplies to the affected area.<br />

10. Advise company officials to have power disconnected from the affected area,<br />

unless the power is needed to transport personnel to safety or for rescue/<br />

recovery operations. If power is needed to transport personnel to safety, power<br />

should be removed upon evacuation or retreat, unless it is needed for rescue <strong>and</strong><br />

recovery operations. Also, advise company officials to have power switches<br />

locked out or attended by a qualified person.<br />

11. Advise company officials to have a positive check-in <strong>and</strong> check-out system in<br />

addition to the one established at the mine. Each person going in <strong>and</strong> out of the<br />

mine shall sign in <strong>and</strong> out.<br />

12. Advise company officials to implement a search program, in conjunction with the<br />

check-in <strong>and</strong> check-out system, to ensure that any person entering the<br />
