GENERAL INSPECTION PROCEDURES <strong>HANDBOOK</strong> CHAPTER 3<br />

Documentation Required: Each SCSR storage cache shall be inspected <strong>and</strong><br />

documented in the inspector’s notes including the physical location. Each SCSR<br />

required to be inspected should be documented in the inspection notes by including the<br />

SCSR manufacturer, model, serial number <strong>and</strong> physical location. A general statement,<br />

for example: the approved SCSR storage plan parameters were evaluated (if applicable),<br />

would serve as documentation that the inspector evaluated the approved SCSR storage<br />

plan for the area covered by the inspection notes for that day. If the operator maintains<br />

an SCSR cache listing, the inspector may use that listing as inspection notes if the<br />

SCSR manufacturer, model number, serial number, <strong>and</strong> physical location are listed.<br />

The printed <strong>MSHA</strong> SCSR Inventory Report submitted with each E01 inspection shall<br />

be initialed on the front page by the inspector(s) conducting the inspection. The<br />

inspector should document in the remarks section, Item 17 of the <strong>Mine</strong> Activity Data<br />

sheet (<strong>MSHA</strong> Form 2000-22) that the storage plan (if applicable) is adequate or<br />

otherwise note the deficiencies in the approved plan (for example, the approved storage<br />

plan parameters were evaluated at each of the designated storage caches identified in the<br />

approved plan <strong>and</strong> the plan is adequate). This would serve as documentation that the<br />

storage plan parameters were evaluated at each of the designated storage caches during<br />

this inspection as identified in the approved plan. A general statement that a discussion<br />

with a representative number of miners to ensure effective donning <strong>and</strong> usage training<br />

was provided will be sufficient.<br />

14. Smoking Program. During the course of the regular <strong>Safety</strong> <strong>and</strong> <strong>Health</strong><br />

Inspection (E01) at underground mines, <strong>MSHA</strong> inspectors shall evaluate the<br />

mine operator’s compliance with the approved smoking articles search program<br />

<strong>and</strong> should determine whether an adequate search program exists <strong>and</strong> is being<br />

complied with. <strong>MSHA</strong> inspectors shall not search anyone for matches, lighters,<br />

or smoking materials. However, the inspector should:<br />

a. Observe searches for smoking materials to ensure searches are done as<br />

prescribed in the mine’s search program;<br />

b. Determine whether an adequate search program exists by reviewing the<br />

records;<br />

c. Interview a number of miners concerning the search program; <strong>and</strong><br />

d. Be alert for evidence of smoking underground.<br />

The operator’s written program shall be reviewed. If a citation is issued to an<br />

individual for smoking or for carrying smokers’ articles in areas prohibited by<br />

Section 317(c) of the <strong>Mine</strong> Act or § 75.1702 (Smoking prohibition), the violation<br />

shall be served to the miner. An original shall be retained by the inspector. A<br />
