GENERAL INSPECTION PROCEDURES <strong>HANDBOOK</strong> CHAPTER 3<br />

Documentation Required: Hoisting equipment shall be inspected per the procedural<br />

requirement. Documentation should include the equipment description <strong>and</strong> the<br />

company number, serial number, approval number, or other identifying method.<br />

19. Illumination of Work Areas. An inspection shall be conducted of all work<br />

areas to determine that they are sufficiently illuminated to provide safe working<br />

conditions including auger operations <strong>and</strong> highwall mining operations. The<br />

evaluation should include observation of lighting <strong>and</strong> information obtained<br />

from miners.<br />

20. Air Quality Tests in Required Locations (Surface). The inspector shall test for<br />

methane in all structures <strong>and</strong> areas where there is a potential for a hazardous<br />

accumulation of methane. Test for carbon monoxide (CO), methane (CH4), <strong>and</strong><br />

oxygen (O2) deficiency shall be conducted for compliance with applicable<br />

st<strong>and</strong>ards.<br />

Documentation Required: Documentation should include the time the tests were<br />

conducted; the concentrations of carbon monoxide (CO) in parts-per-million, methane<br />

(CH4) percentage, <strong>and</strong> oxygen (O2) percentage; <strong>and</strong> the location of each test.<br />

21. <strong>Mine</strong> Map (Surface). An inspection shall be conducted of all mine maps for<br />

compliance with applicable st<strong>and</strong>ards. The inspector shall review the mine<br />

map for consistency with approved mining methods, mining in proximity to<br />

underground mines, electrical power lines, oil <strong>and</strong> gas wells, fuel transmission<br />

lines, mines located adjacent to or below active workings, <strong>and</strong> any danger that<br />

surface mining may present to underground miners.<br />

22. Other Places Where <strong>Mine</strong>rs Work or Travel. Other work areas <strong>and</strong> travelways<br />

shall be inspected, including observations of work practices, illumination, safe<br />

access, combustible material accumulations, examinations, workplace<br />

maintenance, <strong>and</strong> air quality for compliance with applicable st<strong>and</strong>ards. (Refer<br />

to Q & As Tree Cutting on <strong>Mine</strong> Property for further guidance.)<br />

Fall Protection<br />

Backguards required by § 77.206(c) (Ladders; construction; installation <strong>and</strong><br />

maintenance) for use with steep or vertical ladders may provide adequate fall<br />

protection if the backguard does not interfere with safe work methods of<br />

construction. The use of backguards may hinder safe work methods (such as<br />

the need to continually adjust scaffolding surrounding the ladders).<br />

<strong>Safety</strong> belts <strong>and</strong> lines shall be provided <strong>and</strong> are required to be worn where there<br />

is a danger of falling, including during construction activities. If backguards on<br />

ladders hinder safe work methods in constructing concrete storage silos,<br />

inspectors should determine if safety belts <strong>and</strong> lines provide adequate fall<br />
