GENERAL INSPECTION PROCEDURES <strong>HANDBOOK</strong> CHAPTER 3<br />

structure condition, guarding, accumulations of combustible materials, lighting,<br />

electrical installation, air quality, fire protection, safety devices, <strong>and</strong> safe access.<br />

Documentation Required: Each shop <strong>and</strong> other structure shall be inspected per the<br />

procedural requirement <strong>and</strong> identified by name <strong>and</strong> location.<br />

28. Surface First–Aid Equipment. The surface first-aid equipment shall be<br />

inspected for compliance with § 77.1707 (First aid equipment; location;<br />

minimum requirements).<br />

Documentation Required: Inspections of first-aid equipment conducted per the<br />

procedural requirement <strong>and</strong> the general location of the equipment should be<br />

documented.<br />

29. Thermal Dryer. An inspection shall be conducted of all thermal dryers for<br />

compliance with §§ 77.307(a) to 77.315. Special attention should be given to<br />

structure condition, guarding, accumulations of combustible materials, lighting,<br />

electrical installation, air quality, fire protection, safety devices, <strong>and</strong> safe access.<br />

30. Travelways <strong>and</strong> Active Roadways. An inspection shall be conducted of all<br />

travelways <strong>and</strong> active roadways for compliance with §§ 77.404(a), 77.807-1,<br />

77.1000 to 77.1006(a), <strong>and</strong> 77.1600 to 77.1608(a). Special attention shall be given<br />

to berms, road grades <strong>and</strong> design, visibility, <strong>and</strong> traffic control. (Refer to the<br />

Haul Road Inspection H<strong>and</strong>book for further guidance.)<br />

Documentation Required: Each travelway <strong>and</strong> active roadway shall be inspected per<br />

the procedural requirement <strong>and</strong> identified by name <strong>and</strong> general location.<br />

31. Ventilating Fan Installations. An inspection shall be conducted of all<br />

ventilating fan installations for compliance with applicable st<strong>and</strong>ards. Special<br />

attention should be given to airway heaters, safe access, guards, equipment<br />

condition, fire detection systems, combustible material presence within 100 feet<br />

of the main mine fan installation, fire protection, condition of electrical cables,<br />

wiring <strong>and</strong> circuit capacity, pressure recording device, fan chart, <strong>and</strong> other<br />

monitoring devices installed in the fan house.<br />

Documentation Required: Each ventilation fan installation shall be inspected per the<br />

procedural requirement <strong>and</strong> the location shall be documented.<br />

32. Oil, Gas, <strong>and</strong> Coalbed Methane Wells. Many oil <strong>and</strong> gas well activities are not<br />

directly connected to mining, do not occur on mine property, <strong>and</strong> are not<br />

subject to <strong>MSHA</strong> jurisdiction. Longwall gob wells are specifically developed to<br />

assist with methane extraction from active longwall panels <strong>and</strong> are typically<br />

under <strong>MSHA</strong> jurisdiction. Well plugging activities that occur near active<br />

mining may be under <strong>MSHA</strong> jurisdiction. Contact your supervisor if there is<br />
