Internal conflicts; and<br />

Relationships between partners delivering the project.<br />

Checklist for avoiding institutional barriers<br />

Have you identified which organisations will take responsibility for each task?<br />

Have you identified the individuals in each organisation who will be involved in the project? How will you contact them?<br />

Have you agreed how often meetings will be held and how they will be organised?<br />

Have you determined how each organisation will monitor its own progress? Who will monitor the progress of the project as a<br />

whole?<br />

Have you identified any differences or conflicts in working practices between organisations?<br />

Are you familiar with any procedures or processes which will influence your project?<br />

Have you identified who is authorised to make project <strong>decision</strong>s, to ensure that minor issues don't cause bureaucratic delays?<br />

LEGAL BARRIERS<br />

<strong>decision</strong>-<strong>making</strong> processes, including:<br />

The lack of legal powers to implement a particular scheme;<br />

Division of legal powers between agencies.<br />

Are you familiar with the legal regulations associated with a project of this type?<br />

Have you checked the legal requirements for engagement or notification?<br />

Have you included any legally prescribed waiting periods in your project plan?<br />

Do you know when legal or political <strong>decision</strong>s on your project will be made? And who will make them?<br />

Have you ensured that <strong>decision</strong>-makers have all the information that they need to make an informed <strong>decision</strong>?<br />

Have you remembered to apply for any temporary permits required (e.g. for construction)?<br />

Before you submit your proposals, have you checked that they conform to all the latest planning guidance and building<br />

regulations?<br />

of a project, including:<br />

Checklist for avoiding financial barriers<br />

Have you estimated the budget of the project in detail?<br />

Have you determined how you will monitor expenditure throughout the process?<br />

Have you planned what will happen in the event of over-spending? Will it still be possible to complete the project? Have you<br />

agreed who will meet additional costs if a contractor or supplier does not deliver on time?<br />

Have you checked all contracts carefully? Are all delivery or extra costs or charges included?<br />

Do you have sufficient funds to implement an appropriate engagement strategy?<br />

Have you ensured that funds will be available to cover the total cost of the project?<br />

Have you planned the cash flow, to ensure that the project will be able to meet costs as they arise?<br />

Have you met any conditions attached to the funding of the project?<br />

Have you established who will be responsible for meeting any extra costs incurred?<br />
