Decision-<strong>making</strong> process<br />
The idea for a Park and Ride System was first put forward in 1974 by<br />
the Institute of Transport Engineering (UDI). However, lack of finances<br />
and other problems meant little happened until 1989.<br />
The UDI then worked with the Institute of City Development (URM) on a<br />
study of potential locations for the car parks. The creation of an<br />
integrated public <strong>transport</strong> system in 1991 gave impetus to the project.<br />
The turning point came in 1996, when the URM and the UDI worked<br />
together on formulating the Principles of Prague Transport Policy. This<br />
included a plan for a Park and Ride scheme. It was ratified by the Board<br />
of Representatives in the same year. The UDI consulted various<br />
municipality bodies on the best locations for the car parks, and<br />
commissioned several experts studies from a consultancy.<br />
All the major players were part of the municipality of Prague. Their<br />
position in the <strong>decision</strong>-<strong>making</strong> process is defined by law. Most were<br />
involved in consultations about the locations for the proposed car parks.<br />

TSK, the Technical Road Service, which was responsible for<br />
implementing and operating the Park and Ride scheme;<br />
ROPID, the regional organiser of Prague's integrated <strong>transport</strong><br />
system (founded in 1993), which commented on the location of the<br />
proposed car parks; and<br />
DP, the public <strong>transport</strong> operator which provided ticket machines.<br />

PRO CONSULT, a private company which carried out studies to<br />
decide the locations of the car parks;<br />
Other local authorities; and<br />
Oziveni, a non-governmental organisation for cycling, which<br />
successfully asked for cycle racks to be installed at the car parks.<br />
Tools and techniques<br />
The project leaders held a public meeting at which individuals had the<br />
right to make comments.<br />
Despite the lack of wider participation, the project was regarded as<br />
successful.<br />
