In 2006, MRD was able to partially complete the new boat docking facility located on the adjacent<br />

Dauphin Island shoreline <strong>of</strong> the property. The facility serves as the primary boat storage for the<br />

enforcement section and the <strong>Alabama</strong> Department <strong>of</strong> Public Health Seafood Safety Division. However,<br />

there was not enough funding at this time to cover the facility. The first phase <strong>of</strong> this project is to<br />

construct a cover for this facility ($100,000.00).<br />

Next, the primary boatslip and its adjacent concrete dock has significantly deteriorated. The concrete<br />

sheet pilings and caps display severe cracking, the sheet piling tiebacks are failing and the concrete<br />

decking has been severely undermined. <strong>CIAP</strong> funds will be used to restore this boatslip to its original<br />

condition for a cost <strong>of</strong> $300,000.00. Also, a 16’X 32’ sampling net and gear storage building will be<br />

constructed for a cost <strong>of</strong> $150,000.00. This shed will store all field equipment and will make biological<br />

sampling trips more efficient. Appendix G-10 includes a map <strong>of</strong> the MRD facility on Dauphin Island.<br />

AUTHORIZED USES<br />

o This project meets the criteria set forth in Authorized Use #4, implementation <strong>of</strong> a federally<br />

approved marine, coastal, or comprehensive conservation management plan.<br />

o Justification: This project meets Authorized Use #4 because it meets the objective <strong>of</strong> Priority<br />

Theme Area 4 in the Mississippi <strong>Alabama</strong> Sea Grant Consortium (NOAA SeaGrant) Strategic<br />

Plan. This document provides a comprehensive approach <strong>of</strong> planning the needs <strong>of</strong> the coastal<br />

area <strong>of</strong> Mississippi and <strong>Alabama</strong>. Sea Grant is a nationwide network (administered through the<br />

National Oceanic and Atmospheric Administration [NOAA]), <strong>of</strong> 30 university-based programs<br />

that work with coastal communities. Priority Theme Area 4 <strong>of</strong> the Mississippi <strong>Alabama</strong> Sea Grant<br />

Consortium Strategic Plan is entitled “Fisheries Ecology and Aquaculture”. This plan was revised<br />

and approved by NOAA SeaGrant in October <strong>of</strong> 2006. The goal <strong>of</strong> this theme is “to improve the<br />

sustainability <strong>of</strong> the commercial and recreational capture fisheries and aquaculture including stock<br />

enhancement through research and outreach programs”. A strategic action associated with this<br />

objective includes the following: ‘Collect fundamental life history and behavioral information on recreational<br />

and commercially important species.’ Upgrading the facilities at Dauphin Island will facilitate field work<br />

in order to collect the necessary data on commercial and recreational fisheries and thus<br />

implement the Mississippi <strong>Alabama</strong> Sea Grant Consortium Strategic Plan.<br />

o Cost Sharing: Cost sharing is not applicable to this project.<br />

o Partnering: This project will utilize 100% <strong>of</strong> <strong>CIAP</strong> funding.<br />

o Benefit to Natural <strong>Coastal</strong> Environment: The improved facilities at the Dauphin Island facility as<br />

a result <strong>of</strong> this project will increase research <strong>of</strong> fisheries in coastal <strong>Alabama</strong>. The research will aid<br />

in the development <strong>of</strong> successful management strategies <strong>of</strong> the fishery. Efficient and effective<br />

fishery management will improve, enhance, and conserve the natural coastal environment.<br />
