GOAL: The goal <strong>of</strong> this project is to reduce the number <strong>of</strong> on-site sewage disposal systems and<br />

therefore reduce pathogens to local waters.<br />

OBJECTIVE: The objective <strong>of</strong> the project is to construct/install wastewater infrastructure along the<br />

I-65/Highway 43 corridor.<br />

The I-65/Highway 43 corridor between Satsuma and Mount Vernon in northeast Mobile County is home<br />

to high density residential and commercial land uses. Portions <strong>of</strong> this area <strong>of</strong> the County are served by<br />

publicly owned wastewater treatment facilities while other portions utilize onsite wastewater<br />

treatment/individual septic tanks, many <strong>of</strong> which are failing due to age, design, and lack <strong>of</strong> adequate<br />

maintenance. The goal <strong>of</strong> this project is to reduce the number <strong>of</strong> on-site sewage disposal systems and<br />

therefore reduce pathogens to local waters. The objective <strong>of</strong> the project is to construct/install wastewater<br />

infrastructure along the I-65/Highway 43 corridor. If it is not possible to connect infrastructure to a<br />

publicly owned treatment plant, then the project will consist <strong>of</strong> construction <strong>of</strong> at least one decentralized<br />

wastewater treatment system. Once constructed, the local jurisdiction will be responsible for operating<br />

these facilities.<br />

AUTHORIZED USES<br />

o This project meets the criteria set forth in Authorized Use #4, implementation <strong>of</strong> a federally<br />

approved marine, coastal, or comprehensive conservation management plan.<br />

o Justification: This project is consistent with Authorized Use #4 as it implements Action WQ-C1<br />

Reduce Opportunities for Pathogen Introduction included in the Mobile Bay National Estuary<br />

<strong>Program</strong> Comprehensive Conservation and Management Plan.<br />

o Cost Sharing: Cost sharing is not applicable to this project.<br />

o Partnering: There will be no partnering with this project.<br />

o Benefit to the Natural <strong>Coastal</strong> Environment: Sanitary sewer infrastructure in this area is an integral<br />

component <strong>of</strong> protecting local waterways from pathogens associated with failing septic systems.<br />

Locally heavy rainfall and close proximity to vital commercial and recreational waterways<br />

underscore the importance <strong>of</strong> properly maintained and operated treatment systems. Reducing the<br />
