Baldwin County Commission<br />

The goals <strong>of</strong> the Baldwin County Commission, through the <strong>CIAP</strong>, are to provide<br />

conservation, protection and restoration <strong>of</strong> environmentally sensitive areas, to provide<br />

enhancement to properties already under the care <strong>of</strong> the county, and to develop longterm<br />

plans to assist in these endeavors. These goals will be met through the objectives<br />

associated with each plan initiatives.<br />

The <strong>CIAP</strong> goals were coordinated with the Baldwin County Strategic Plan for 2006-<br />

2016, which addresses some <strong>of</strong> the most critical needs within the county and the<br />

strategies to meet those needs. A key requirement in the selection <strong>of</strong> initiatives for the<br />

<strong>CIAP</strong> program was the ability <strong>of</strong> those projects to meet the objectives in the County’s<br />

strategic plan. The Baldwin County <strong>CIAP</strong> initiatives also were required to meet not only<br />

the authorized uses <strong>of</strong> the <strong>CIAP</strong> but also the strategic plan components. The<br />

compatibility <strong>of</strong> the initiatives along with the <strong>State</strong> <strong>of</strong> <strong>Alabama</strong>’s <strong>CIAP</strong> Plan and other<br />

federally-approved plans was also considered.<br />

Mobile County Commission<br />

<strong>Coastal</strong> resources will be conserved, protected, enhanced, and restored by the Mobile<br />

County Commission with funding provided by the <strong>Coastal</strong> <strong>Impact</strong> <strong>Assistance</strong> <strong>Program</strong>.<br />

This goal will be achieved by pursuing three overarching objectives:<br />

• <strong>Coastal</strong> areas in Mobile County will be more accessible to citizens<br />

and will provide increased opportunities for environmental education<br />

and recreation in order to foster support for conservation and<br />

restoration efforts.<br />

• <strong>Coastal</strong> <strong>Impact</strong> <strong>Assistance</strong> <strong>Program</strong> funding will be utilized to assist<br />

in implementation <strong>of</strong> the Mobile Bay National Estuary <strong>Program</strong><br />

Comprehensive Conservation & Management Plan with regard to<br />

selected Water Quality, Habitat Management, Human Uses, and<br />

Education & Outreach Action Items.<br />

• A Mobile County <strong>Coastal</strong> Resource Protection <strong>Program</strong> will be<br />

developed to promote wise management <strong>of</strong> natural resources and will<br />

include activities such as acquisition and management <strong>of</strong> coastal<br />

habitats, including wetlands.<br />

Mobile County will Manage, Implement and Monitor the <strong>CIAP</strong><br />

<strong>State</strong> <strong>of</strong> <strong>Alabama</strong><br />

The <strong>State</strong> <strong>of</strong> <strong>Alabama</strong>, through the ADCNR, is committed to managing the<br />

<strong>CIAP</strong> in an efficient, cost-effective, and organized manner in order to fulfill the<br />

requirements <strong>of</strong> the program. The ADCNR, through its <strong>State</strong> Lands Division (SLD),<br />

provides day-to-day management and coordination <strong>of</strong> the <strong>CIAP</strong>. Due to its<br />
