in the <strong>CIAP</strong> Plan which complement existing coastal land acquisition endeavors. Last,<br />

the <strong>State</strong> <strong>of</strong> <strong>Alabama</strong> has included projects which will provide more information and<br />

data which will enhance management <strong>of</strong> coastal resources through research and energy<br />

services planning. Table 3 and 4 summarizes the <strong>State</strong> <strong>of</strong> <strong>Alabama</strong>’s Tier One and Tier<br />

Two project by major categories <strong>of</strong> projects.<br />

Baldwin County Commission<br />

A significant portion <strong>of</strong> the funds in the Baldwin County <strong>CIAP</strong> plan meet the <strong>CIAP</strong><br />

authorized use #1. This authorized use is for projects and activities for the<br />

conservation, protection, or restoration <strong>of</strong> coastal areas, including wetlands. This<br />

authorized use addresses the primary goal <strong>of</strong> Baldwin County in the use <strong>of</strong> <strong>CIAP</strong> funds.<br />

In addition, many <strong>of</strong> the activities also meet use #4, the implementation <strong>of</strong> a federallyapproved<br />

marine, coastal, or comprehensive conservation management plan. Baldwin<br />

County recognizes the importance <strong>of</strong> working with other agencies to address the many<br />

environmental concerns that face our area.<br />

Mobile County Commission<br />

The three categories <strong>of</strong> activities to be funded will be related to improving coastal<br />

access, implementation <strong>of</strong> Action Items included in the Comprehensive Conservation<br />

and Management Plan (CCMP) developed by the Mobile Bay National Estuary <strong>Program</strong><br />

(MBNEP) and implementation <strong>of</strong> the Mobile County <strong>Coastal</strong> Resource Protection<br />

<strong>Program</strong>. Improving and controlling the public’s access to coastal areas provides<br />

opportunities for education and outreach to instill the responsibility <strong>of</strong> stewardship<br />

shared by stakeholders. Providing increased public access and eco-tourism opportunities<br />

is also included in the Mobile Bay NEP CCMP. Additional CCMP action items included<br />

in the activities to be funded range from reducing opportunities for pathogen<br />

introduction to local waters to implementing public education and outreach projects.<br />

Activities that support the development and implementation <strong>of</strong> a Mobile County<br />

Resource Protection <strong>Program</strong> include the acquisition <strong>of</strong> parcels that contain sensitive<br />

habitats for conservation and obtaining equipment needed to manage the maintenance<br />

<strong>of</strong> such parcels.<br />
