against saltwater intrusion, which is <strong>of</strong> significant concern. Another would be the ability to re-use the<br />

water for irrigation <strong>of</strong> sod farms and golf courses. Both <strong>of</strong> these methods would help address the second<br />

issue <strong>of</strong> this study.<br />

There is great concern about the quality and quantity <strong>of</strong> groundwater. Baldwin County receives all <strong>of</strong> its<br />

drinking water from groundwater sources. There are also a great number <strong>of</strong> sod farms, numerous golf<br />

courses and a large agricultural presence throughout the county that draw a significant amount <strong>of</strong> water<br />

from the aquifer with numerous wells. In addition, many homeowners have private wells. All <strong>of</strong> this<br />

usage places a great demand on our groundwater, one <strong>of</strong> our essential natural resources. As groundwater<br />

levels drop, levels in creeks and streams may be diminished. This area has been experiencing a drought for<br />

the past several years that has placed a strain on this resource. As with wastewater, the consultant would<br />

need to coordinate with agencies such as US Geological Survey and the <strong>Alabama</strong> Department <strong>of</strong><br />

Environmental Management. They would identify available aquifer information and methods for<br />

monitoring available groundwater supply volumes and quality.<br />

Baldwin County would like to ensure that adequate water resources are planned and provided. This<br />

assessment will provide guidance to the County on preparing for and managing water resources for future<br />

growth.<br />

AUTHORIZED USES<br />

o This project meets the criteria set forth in Authorized Use #1, projects and activities for the<br />

conservation, protection, or restoration <strong>of</strong> coastal areas, including wetland.<br />

o Justification: This initiative meets Authorized Use #1 because it will provide the County with<br />

information to facilitate proactive planning to protect the water quality <strong>of</strong> the surrounding water<br />

bodies and groundwater in Baldwin County.<br />

o Cost Sharing: This project will be completely administered using <strong>CIAP</strong> funds. No cost sharing or<br />

matching will be used.<br />
