Baldwin County Commission<br />

Baldwin County will ensure compliance with all relevant laws by reviewing local,<br />

state and federal requirements as they pertain to each project. The permit submittal<br />

process for the coastal zone <strong>of</strong> <strong>Alabama</strong> will be followed. In addition, the Legal<br />

Department <strong>of</strong> the Baldwin County Commission will review project requirements prior<br />

to implementation. The County will also coordinate <strong>CIAP</strong> project activities with other<br />

County departments to ensure that they are compatible.<br />

Mobile County Commission<br />

The Mobile County Commission will ensure compliance with all relevant laws by<br />

consulting with federal, state, and local agencies, including consultation with legal staff,<br />

and seeking permits where appropriate.<br />

Description <strong>of</strong> the major activities and/or categories to be<br />

funded under the <strong>Program</strong> (e.g., infrastructure, habitat<br />

restoration, mitigation, etc.)<br />

<strong>State</strong> <strong>of</strong> <strong>Alabama</strong><br />

In the <strong>State</strong> <strong>of</strong> <strong>Alabama</strong> Tier One and Tier Two project lists, there are seven major<br />

categories <strong>of</strong> projects including land acquisition, research, energy services planning,<br />

habitat restoration and protection, environmental education and public access,<br />

environmental education and research facility, and administration. The majority <strong>of</strong> the<br />

<strong>State</strong>’s projects, or roughly 25% <strong>of</strong> the total projects, are habitat restoration and<br />

protection projects. These projects will accomplish the goal <strong>of</strong> restoring coastal areas<br />

through detailed planning and on-the-ground implementation for a wide variety <strong>of</strong><br />

projects. Most <strong>of</strong> these projects will restore areas damaged by recent hurricanes and to<br />

increase resiliency for future storms. For example, the Gulf <strong>State</strong> Park Pier will be rebuilt<br />

to replace the former pier destroyed by Hurricane Ivan. Another focus <strong>of</strong> the <strong>State</strong> <strong>of</strong><br />

<strong>Alabama</strong> <strong>CIAP</strong> is to invest in environmental education and research facilities such as the<br />

Weeks Bay Reserve Multipurpose Building (AL-4) or infrastructure improvements to the<br />

<strong>State</strong>’s marine research facility on Dauphin Island (AL-20).<br />

Creating a mechanism for the public to learn about the wealth <strong>of</strong> natural resources in<br />

coastal <strong>Alabama</strong> is another goal <strong>of</strong> the <strong>State</strong> <strong>of</strong> <strong>Alabama</strong> <strong>CIAP</strong>. A total <strong>of</strong> six projects<br />

(three on the Tier One list and three on the Tier 2 list) will meet objectives associated<br />

with this goal such as the creation <strong>of</strong> water-based recreation trails. Through the<br />

administration <strong>of</strong> the Forever Wild Land Trust, the <strong>State</strong> Lands Division has<br />

considerable experience in land acquisition and there are several land acquisition projects<br />

<strong>State</strong> <strong>of</strong> <strong>Alabama</strong> Final <strong>Coastal</strong> <strong>Impact</strong> <strong>Assistance</strong> <strong>Program</strong> Plan<br />
