5. Coordination with Other Federal Resources and <strong>Program</strong>s<br />

In developing the <strong>CIAP</strong> Plan, the <strong>State</strong> <strong>of</strong> <strong>Alabama</strong>, Baldwin County, and Mobile<br />

County selected projects and programs which complemented existing federal resources in coastal<br />

<strong>Alabama</strong>. The framework <strong>of</strong> the existing <strong>Alabama</strong> <strong>Coastal</strong> Area Management <strong>Program</strong><br />

(ACAMP), <strong>Alabama</strong>’s costal zone management program was used to provide outreach efforts<br />

relating to <strong>CIAP</strong> plan development. A project was scaled down or deleted if significant other<br />

federal funding sources were available. When necessary, federal agency personnel were consulted<br />

throughout the <strong>State</strong> <strong>of</strong> <strong>Alabama</strong> <strong>CIAP</strong> plan development. Partnering with other federal or<br />

private resources is documented in each project summary.<br />

Some <strong>CIAP</strong> projects will be used to complement other federal resources. For example,<br />

the <strong>State</strong> <strong>of</strong> <strong>Alabama</strong> plans to rebuild the public fishing pier at Gulf <strong>State</strong> Park using public<br />

assistance funds from the Federal Emergency Management Agency (FEMA) after it was<br />

destroyed by Hurricane Ivan in 2004. In order to make the structure more resilient to future<br />

storms, <strong>CIAP</strong> funds will be used to fund the additional costs associated with rebuilding the pier<br />

in a more protected location. In addition, the pier will be longer and wider to withstand<br />

increased wave energy and wind loads. Also, <strong>CIAP</strong> has been closely coordinated with other<br />

federal land acquisition programs. For example, <strong>CIAP</strong> will fund land acquisition in the coastal<br />

area, as it is an eligible expenditure, while other land acquisition programs eligible statewide, such<br />

as the United <strong>State</strong>s Department <strong>of</strong> Agriculture (USDA) Forest Legacy <strong>Program</strong>, will be used to<br />

target non-coastal acquisition where appropriate.<br />

Utilizing the existing outreach framework <strong>of</strong> the <strong>State</strong> <strong>of</strong> <strong>Alabama</strong> <strong>Coastal</strong> Zone<br />

Management <strong>Program</strong>, representatives from Federal, <strong>State</strong> and local agencies were invited to a<br />

meeting <strong>of</strong> the <strong>Coastal</strong> Resources Advisory Committee (CRAC). At this meeting, the Draft <strong>State</strong><br />

<strong>of</strong> <strong>Alabama</strong> <strong>CIAP</strong> Plan was presented and discussed. The purpose <strong>of</strong> this meeting was to<br />

provide an early opportunity to view the draft plan and to coordinate financial resources relative<br />

to <strong>CIAP</strong> funding. Federal representatives were invited from the following federal agencies:<br />

o U.S. Army Corps <strong>of</strong> Engineers – Mobile District<br />

o U.S. Fish and Wildlife Service<br />

o U.S. Environmental Protection Agency<br />

o U.S. Geological Survey<br />

o USDA Natural Resources Conservation Service<br />

Representatives were invited from the following <strong>State</strong> <strong>of</strong> <strong>Alabama</strong> agencies:<br />

o <strong>Alabama</strong> Department <strong>of</strong> Transportation<br />

o <strong>Alabama</strong> Department <strong>of</strong> Environmental Management<br />

o Department <strong>of</strong> Public Health (Baldwin and Mobile County)<br />
