GOAL: The goal <strong>of</strong> this project is to reduce the number <strong>of</strong> on-site sewage disposal systems and<br />

therefore reduce pathogens to local waters.<br />

OBJECTIVE: The objective <strong>of</strong> the project is to construct decentralized wastewater systems that will<br />

be maintained by a publicly owned wastewater treatment system.<br />

Census and building permit data confirm that the areas experiencing the highest rates <strong>of</strong> development in<br />

Mobile County are areas that are not served by centralized wastewater treatment infrastructure. This<br />

means that there are many subdivisions and other types <strong>of</strong> development designed to be served by on-site<br />

wastewater (septic tanks). Individual systems <strong>of</strong>ten suffer failure from lack <strong>of</strong> maintenance and/or damage<br />

from rising floodwaters. Further, there are many aging on-site systems that were built to lower standards,<br />

were damaged by Hurricane Katrina, and/or are not being maintained. The goal <strong>of</strong> this project is to reduce<br />

the number <strong>of</strong> on-site sewage disposal systems and therefore reduce pathogens to local waters. The<br />

objective <strong>of</strong> the project is to construct decentralized wastewater systems that will be maintained by a<br />

publicly owned wastewater treatment system.<br />

The Mobile County Commission proposes to partner with local publicly owned wastewater treatment<br />

systems to construct at least one decentralized wastewater treatment system in south Mobile County.<br />

Specific locations or facilities are not known at this time.<br />

AUTHORIZED USES<br />

o This project meets the criteria set forth in Authorized Use #4, implementation <strong>of</strong> a federally<br />

approved marine, coastal, or comprehensive conservation management plan.<br />

o Justification: The project is consistent with Authorized Use #4 as it implements Action WQ-C1<br />

Reduce Opportunities for Pathogen Introduction included in the Mobile Bay National Estuary<br />

<strong>Program</strong> Comprehensive Conservation and Management Plan.<br />

o Cost Sharing: Cost sharing is not applicable to this project.<br />

o Partnering: This project will utilize 100% <strong>CIAP</strong> funding.<br />

o Benefit to the Natural <strong>Coastal</strong> Environment: Sanitary sewer infrastructure in this area is an integral<br />

component <strong>of</strong> protecting local waterways from pathogens associated with failing septic systems.<br />
