AUTHORIZED USES<br />

o This project meets the criteria set forth in Authorized Use #4, implementation <strong>of</strong> a federally<br />

approved marine, coastal or comprehensive conservation management plan.<br />

o Justification: The Comprehensive Land Use Plan Development initiative meets Authorized Use #4<br />

because Action HU-A1: Develop and Implement a Comprehensive Land Use Plan in the Mobile<br />

Bay National Estuary <strong>Program</strong> (MBNEP) Comprehensive Management Plan (CCMP) addresses<br />

using smart growth to control sprawl and the loss <strong>of</strong> open space ( page 63 CCMP). The Mobile<br />

Bay National Estuary <strong>Program</strong>’s CCMP was approved by the Environmental Protection Agency in<br />

April 2002. This action encourages the development and implementation <strong>of</strong> land use planning to<br />

address development issues that can cause detrimental effects to the environment. The<br />

development <strong>of</strong> the Comprehensive Land Use Plan will assist the county in identifying those areas<br />

that are environmentally sensitive and require greater protection. It will also provide information<br />

that can be used to identify wildlife corridors and greenways to reduce habitat fragmentation. A<br />

key component <strong>of</strong> the development <strong>of</strong> this plan is the coordination and input from other agencies<br />

and local governments, as well as the general public. Agencies such as the South <strong>Alabama</strong> Regional<br />

Planning Commission, Mobile Bay National Estuary <strong>Program</strong>, <strong>Alabama</strong> Department <strong>of</strong><br />

Conservation and Natural Resources, U.S. Fish and Wildlife Services, <strong>Alabama</strong> Gulf Coast<br />

Convention and Visitors Bureau and <strong>Alabama</strong> Gulf Coast Chamber <strong>of</strong> Commerce will all play a<br />

vital role in the preparation <strong>of</strong> this plan.<br />

o Cost Sharing: Cost sharing is not applicable to this project.<br />

o Partnering: This initiative will be administered using <strong>CIAP</strong> funds, NOAA <strong>Coastal</strong> Zone<br />

Management Funds ($25,000.00) and Baldwin County matching funds ($25,000.000)<br />

o Benefit to Natural <strong>Coastal</strong> Environment: This project benefits the natural coastal environment by<br />

providing a Comprehensive Plan to be used in land use planning to address development issues<br />

that can cause detrimental effects to the environment.<br />
