GOAL: The goal <strong>of</strong> this initiative is the protection <strong>of</strong> coastal areas, including wetlands, by reducing the<br />

amount <strong>of</strong> material that leaves the roadbeds.<br />

OBJECTIVE: The objective is to provide roadway stabilization through paving and drainage<br />

stabilization to approximately 6 miles <strong>of</strong> roadway.<br />

Baldwin County has approximately 300,000 acres <strong>of</strong> wetlands within the County. Baldwin County has<br />

approximately 300 miles <strong>of</strong> dirt roads that are controlled and maintained by the Baldwin County Highway<br />

Department. Many <strong>of</strong> these dirt roads cross these wetland areas. The Highway Department performs<br />

regular maintenance on these roads to include placement <strong>of</strong> sand and clay material, road grading, shoulder<br />

work, and maintenance <strong>of</strong> drainage ditches. Even with proper maintenance, these dirt roads still have a<br />

detrimental impact and contribute sediment to the wetlands on surrounding waters. This initiative will<br />

provide for the paving and stabilization <strong>of</strong> portions <strong>of</strong> environmentally sensitive dirt roads where impacts<br />

are occurring. The Baldwin County Highway Department has identified roads throughout the County<br />

which are having a detrimental effect on the wetlands and waterways surrounding them. This initiative is<br />

similar to a project that was implemented in the first <strong>CIAP</strong> plan. Through that project the County was<br />

able to pave several miles <strong>of</strong> roadway in the County that had been identified as environmentally sensitive.<br />

The goal <strong>of</strong> this initiative is the protection <strong>of</strong> coastal areas, including wetlands, by reducing the amount <strong>of</strong><br />

material that leaves the roadbeds. When the sand and clay material is washed from the roadbed into the<br />

wetlands serious environmental impacts can occur. The Highway Department applies approximately 650<br />

cubic yards <strong>of</strong> material to each mile <strong>of</strong> dirt road in the County each year. This is equal to 26 dump truck<br />

loads per mile. This is indicative <strong>of</strong> the amount <strong>of</strong> sediment that is being washed into the wetlands and<br />
