GOAL: The goal <strong>of</strong> the Theodore Ship Channel Boat Access project is to increase public access to<br />

Mobile Bay.<br />

OBJECTIVE: The objective <strong>of</strong> the project is to provide citizen boaters with easy access to the<br />

channel.<br />

The Theodore Ship Channel (formerly Middle Fork Deer River) provides access to middle Mobile Bay for<br />

nearby industry. In the past, this river provided fishers and boaters easy access to local waters. The goal <strong>of</strong><br />

the Theodore Ship Channel Boat Access project is to increase public access to Mobile Bay. The objective<br />

<strong>of</strong> the project is to provide citizen boaters with easy access to the channel. The project will include<br />

construction <strong>of</strong> a boat ramp and parking area under/near the Rangeline Road Bridge. This will include<br />

limited shoreline stabilization, placement <strong>of</strong> pervious material in the parking area, and installation <strong>of</strong><br />

lighting. No site plan or engineering has been performed, specifics are not available at this time.<br />

Appendix G-36 includes a map <strong>of</strong> the Theodore Ship Channel Boat Access.<br />

AUTHORIZED USES<br />

o This project meets the criteria set forth in Authorized Use #4: implementation <strong>of</strong> a Federally<br />

approved marine, coastal, or comprehensive conservation management plan.<br />

o Justification: In April <strong>of</strong> 2002 the Environmental Protection Agency approved the Mobile Bay<br />

National Estuary <strong>Program</strong> Comprehensive Conservation and Management Plan (MBNEP CCMP).<br />

The action plan objective HU-C1 states: “Increase public access and ecotourism opportunities.”<br />

Construction <strong>of</strong> key nature-based tourism areas will clearly meet this objective.<br />

In addition to the MBNEP CCMP, the <strong>Alabama</strong> <strong>Coastal</strong> Management Plan (ACAMP) states the<br />

following as a Management <strong>Program</strong> Policy <strong>State</strong>ment under Resources <strong>of</strong> the <strong>Coastal</strong> Area: “It is<br />

the policy <strong>of</strong> the <strong>Alabama</strong> <strong>Coastal</strong> Area Management <strong>Program</strong> to encourage the development <strong>of</strong> low impact,<br />

environmentally sensitive or ecotourism activities such as birding, nature trails and wetland boardwalks and parks.<br />

Construction <strong>of</strong> key nature-based tourism areas will clearly meet this objective.<br />

o Cost Sharing: Cost sharing is not applicable to this project<br />

o Partnering: This project will utilize 100% <strong>CIAP</strong> funds.<br />
