GOAL: The goal of this project is to reduce the number of on-site sewage disposal systems and
therefore reduce pathogens to local waters.
OBJECTIVE: The objective of the project is to construct decentralized wastewater systems that will
be maintained by a publicly owned wastewater treatment system.
Census and building permit data confirm that the areas experiencing the highest rates of development in
Mobile County are areas that are not served by centralized wastewater treatment infrastructure. This
means that there are many subdivisions and other types of development designed to be served by on-site
wastewater (septic tanks). Individual systems often suffer failure from lack of maintenance and/or damage
from rising floodwaters. Further, there are many aging on-site systems that were built to lower standards,
were damaged by Hurricane Katrina, and/or are not being maintained. Increasing development pressures,
commercial and residential, in the Western portion of Mobile County are placing heavier loads on existing
treatment methods which are not able to withstand current loads. The goal of this project is to reduce the
number of on-site sewage disposal systems and therefore reduce pathogens to local waters. The objective
of the project is to construct decentralized wastewater systems that will be maintained by a publicly owned
wastewater treatment system. The Mobile County Commission proposes to partner with local publicly
owned wastewater treatment systems to construct at least one decentralized wastewater treatment system
in west Mobile County. Specific locations or facilities are not known at this time.
AUTHORIZED USES
o This project meets the criteria set forth in Authorized Use #4, implementation of a federally
approved marine, coastal, or comprehensive conservation management plan.
o Justification: The project is consistent with Authorized Use #4 as it implements Action WQ-C1
Reduce Opportunities for Pathogen Introduction included in the Mobile Bay National Estuary
Program Comprehensive Conservation and Management Plan. The Mobile County Commission
does not intend to use CIAP funds for cost sharing or matching for this project.
o Cost Sharing: Cost sharing is not applicable to this project.
