included in the Mobile County <strong>Coastal</strong> <strong>Impact</strong> <strong>Assistance</strong> <strong>Program</strong>. An internal<br />

planning team was formed that included the County Commissioners, the Mobile County<br />

Engineer, and staff from the Environmental Services Department to review identified<br />

projects.<br />

Internal planning meetings were held to brief team members on program guidance,<br />

develop program goals and objectives, and to review the list <strong>of</strong> potential projects. The<br />

Mobile County <strong>CIAP</strong> team evaluated the goals and objectives <strong>of</strong> each project and<br />

reviewed the proposed activity’s consistency with the <strong>Coastal</strong> <strong>Impact</strong> <strong>Assistance</strong><br />

<strong>Program</strong> guidance.<br />

Projects were selected for inclusion in the County’s portion <strong>of</strong> the <strong>CIAP</strong> based on:<br />

1. Compliance with Authorized Uses;<br />

2. Compliance with local objectives and;<br />

3. Feasibility <strong>of</strong> proposed project<br />

How the <strong>State</strong> <strong>of</strong> <strong>Alabama</strong>, Baldwin County, and Mobile County<br />

will ensure compliance with all relevant Federal, <strong>State</strong>, and<br />

local laws including each <strong>State</strong>’s <strong>Coastal</strong> Zone Management<br />

<strong>Program</strong><br />

<strong>State</strong> <strong>of</strong> <strong>Alabama</strong><br />

The <strong>State</strong> <strong>of</strong> <strong>Alabama</strong> <strong>CIAP</strong> staff will review all projects to ensure compliance with<br />

Federal, <strong>State</strong>, and relevant local laws and regulations. At the Federal level, <strong>CIAP</strong><br />

projects are subject to authorities such as the National Environmental Policy Act<br />

(NEPA), Endangered Species Act (ESA), the Federal Consistency Provisions <strong>of</strong> <strong>Coastal</strong><br />

Zone Management Act (CZMA), the Essential Fish Habitat Provisions <strong>of</strong> the<br />

Sustainable Fisheries Act, <strong>Coastal</strong> Barrier Resources Act, National Historic Preservation<br />

Act and the Americans with Disabilities Act. The <strong>CIAP</strong> staff will obtain all the federal<br />

assurances and permits prior to or during the grant phase <strong>of</strong> each project according to<br />

program guidelines. At the <strong>State</strong> level, the ADCNR serves as the lead administrative arm<br />

<strong>of</strong> the ACAMP, the <strong>State</strong>’s <strong>Coastal</strong> Zone Management <strong>Program</strong>. The <strong>Alabama</strong><br />

Department <strong>of</strong> Environmental Management (ADEM) is the regulatory agency <strong>of</strong> the<br />

<strong>Coastal</strong> Zone Management <strong>Program</strong> in <strong>Alabama</strong>. For each project, ADEM will be<br />

consulted and a letter certifying consistency with the ACAMP will be issued. The<br />

authorized uses <strong>of</strong> <strong>CIAP</strong> fit closely with the goals and objectives <strong>of</strong> the ACAMP. At the<br />

local level, the <strong>State</strong> <strong>of</strong> <strong>Alabama</strong> will coordinate <strong>CIAP</strong> projects with any relevant building<br />

or zoning codes.<br />
