o April 24, 2007, the Mobile County Commission approved the <strong>CIAP</strong><br />

Tier 1 and Tier 2 project lists and approved submittal <strong>of</strong> such lists to<br />

the <strong>State</strong> for inclusion into the <strong>State</strong> <strong>of</strong> <strong>Alabama</strong> <strong>CIAP</strong> Plan.<br />

o May 15, 2007, the Baldwin County Commission formally approved the<br />

<strong>CIAP</strong> Tier 1 and Tier 2 lists at a regularly scheduled meeting and<br />

approved submittal <strong>of</strong> such lists to the <strong>State</strong> for inclusion into the <strong>State</strong><br />

<strong>of</strong> <strong>Alabama</strong> <strong>CIAP</strong> Plan.<br />

o August 30, 2007, the Draft <strong>CIAP</strong> Plan was presented to the <strong>Coastal</strong><br />

Resources Advisory Committee (CRAC).<br />

o August 30, 2007, the Draft <strong>CIAP</strong> Plan was released to the public via a<br />

public meeting held at Five Rivers <strong>Alabama</strong>’s Delta Resource Center.<br />

Fifty-eight (58) people attended this meeting. This meeting was<br />

advertised in the Mobile-Press Register and the Baldwin Register on<br />

July 19 th and July 26 th , 2007. The transcripts from the meeting are<br />

included in Appendix D-1.<br />

o August 31, 2007, the comment period for written comments began.<br />

o October 22, 2008 the ADCNR Commissioner responded via a letter to<br />

all forty-seven comments.<br />

o January 10, 2008 as a result <strong>of</strong> public comment and input, the Mobile<br />

County Commission discussed and reviewed the modified Tier 1 and<br />

Tier 2 project lists at an Agenda Meeting.<br />

o January 15, 2008, the Mobile County Commission approved the<br />

modified <strong>CIAP</strong> Tier 1 and Tier 2 project lists and approved submittal<br />

<strong>of</strong> such lists to the <strong>State</strong> for inclusion into the Final <strong>State</strong> <strong>of</strong> <strong>Alabama</strong><br />

<strong>CIAP</strong> Plan.<br />

o February 25, 2008: An advertisement was placed in the Mobile-Press<br />

Register and Baldwin Register to announce three additional projects<br />

included in the Final <strong>State</strong> <strong>of</strong> <strong>Alabama</strong> <strong>CIAP</strong> Plan including a land<br />

acquisition project for Dauphin Island (AL-24 and MC-14) and Public<br />

Access Improvements at Big Creek Lake (MC-15).<br />

b. Written Public Comments All submitted written comments are included in<br />

Appendix D-3. Overall, there were 47 comments submitted via e-mail, fax or U.S.<br />

mail addressed to the Governor, Bob Riley and other <strong>State</strong> <strong>of</strong>ficials. A response<br />

was sent to all comments submitted from the Commissioner thanking them for<br />

their participation in the <strong>State</strong> <strong>of</strong> <strong>Alabama</strong> <strong>CIAP</strong>. The comments and respective<br />
