Landfill aftercare
In previous years Council operated several landfills. Council has
responsibility under the resource consents to provide ongoing
maintenance and monitoring of these landfills after the sites are
closed. There are closure and post-closure responsibilities such as
the following:
Closure responsibilities:
• final cover application and vegetation;
• incremental drainage control features;
• completing facilities for leachate collection and monitoring;
• completing facilities for water quality monitoring; and
• completing facilities for monitoring and recovery of gas.
Post-closure responsibilities:
• treatment and monitoring of leachate;
• ground monitoring and surface monitoring;
• implementation of remedial measures needed for cover and
control systems; and
• ongoing site maintenance for drainage systems, final cover, and
vegetation.
Closed Landfills
The liability has been estimated, based on a monitoring period of
35 years. The estimated cost for all closed landfills, including the
Burwood landfill is $15 million (2009: $14.5 million).
The Council participates in the regional waste disposal joint
venture run by Transwaste Canterbury Limited through its Kate
Valley landfill site. This site has been granted resource consent for
35 years from opening date which was 8 June 2005. The Council’s
ownership share of Transwaste Canterbury Limited is 38.9%.
