Individual organisation descriptions<br />

<strong>City</strong> Care Ltd<br />

<strong>City</strong> Care Limited is a council controlled trading organisation, 100<br />

per cent owned by <strong>Christchurch</strong> <strong>City</strong> <strong>Council</strong> through <strong>Christchurch</strong><br />

<strong>City</strong> Holdings Limited.<br />

During the 2009/10 year, <strong>City</strong> Care Ltd won three new long term<br />

maintenance contracts – a streets landscape maintenance contract<br />

with Hamilton <strong>City</strong> <strong>Council</strong>, a water and wastewater utilities<br />

maintenance contract with Masterton District <strong>Council</strong> and a<br />

general mowing contract with Upper Hutt <strong>City</strong> <strong>Council</strong>.<br />

Contracts were successfully re-negotiated between <strong>City</strong> Care<br />

Ltd and <strong>Christchurch</strong> <strong>City</strong> <strong>Council</strong>, for water and wastewater<br />

network maintenance (held since 1999) and facilities maintenance<br />

management (held since 2002).<br />

Operational offices were established in Hamilton and Masterton,<br />

giving a total of 15 offices nationwide.<br />

Nature and scope of activities<br />

<strong>City</strong> Care Limited is in the business of management, construction<br />

and maintenance of New Zealand’s infrastructure and amenity<br />

assets. The company operates in four key market segments – parks,<br />

underground services, roading and facilities management.<br />

<strong>City</strong> Care Limited operates a profitable, sustainable and innovative<br />

business. It maintains a strong market presence in all areas of<br />

construction and maintenance of the infrastructure and amenity<br />

assets owned by its shareholder, the <strong>Council</strong>.<br />

<strong>City</strong> Care ensures that there is capacity in the market to meet the<br />

<strong>Council</strong>’s emergency obligations. It is therefore an important<br />

contractor to the <strong>Council</strong>.<br />

Policies and objectives relating to ownership and control<br />

The <strong>Council</strong>, through CCHL, is the sole shareholder of this<br />

company. The company has an important role in the city as a<br />

quality contractor. Through the negotiation of an annual Statement<br />

of Intent, the <strong>Council</strong> establishes broad parameters for this<br />

company without inhibiting proper commercial management.<br />
