Recreation and leisure<br />

What are recreation and leisure services and what<br />

does the <strong>Council</strong> do?<br />

These services include running city sports facilities and<br />

programmes, promoting <strong>Christchurch</strong> as a destination for top<br />

sports events, and hosting festivals and events in the city.<br />

Why is the <strong>Council</strong> involved in recreation and<br />

leisure?<br />

The goal is to make <strong>Christchurch</strong> a better place to live by promoting<br />

healthy, active lifestyles.<br />

Local government is responsible for promoting the cultural,<br />

economic, environmental and social well-being of communities for<br />

the present and the future.<br />

Recreation and leisure activities contribute to the social well-being<br />

of the community by offering a wide range of facilities (pools,<br />

leisure centres, stadia and sporting facilities) as well as a range of<br />

services, programmes and events, many of which are based around<br />

those facilities.<br />

They also contribute toward the achievement of the city’s<br />

Community Outcomes by helping to make <strong>Christchurch</strong> a city of<br />

diverse and inclusive communities, a prosperous city, a healthy<br />

city, and a city for recreation, fun and creativity – four of the nine<br />

goals for our city that are included in our Community Outcomes.<br />

This contribution is made by providing the opportunity for, and<br />

encouraging everyone to, participate in leisure, sport and physical<br />

activities. It also delivers economic benefits to the <strong>City</strong> through<br />

festivals and events and by encouraging residents to live a healthy<br />

and active lifestyle. For more information on these nine goals see<br />

the Community Outcomes section of this report.<br />

How does it affect me?<br />

You use the <strong>Council</strong>’s recreation and leisure services if you use<br />

facilities like QEII Park, Pioneer Leisure Centre, Jellie Park or<br />

Centennial Leisure Centre. You also use them if you attend any<br />

<strong>Council</strong> events such as Christmas in the Park or Classical Sparks, or<br />

a council-supported sporting event in the city, such as PGA Golf.<br />

What activities are included in recreation and<br />

leisure?<br />

Recreation and sports services<br />

Recreation and sport centres, swimming pools and stadiums<br />

enable residents to take part in recreation and sport. As well<br />

as running these facilities, we support other groups offering<br />

recreation and sport programmes, and secure regional, national<br />

and international sporting events for <strong>Christchurch</strong>.<br />

Events and festivals<br />

Events and festivals help make <strong>Christchurch</strong> a fun, interesting city<br />

to live, and they attract visitors both from within New Zealand and<br />

internationally. We produce a year-round programme of free and<br />

affordable events, and support a range of festivals that enhance the<br />

lifestyle qualities of <strong>Christchurch</strong>.<br />

What did we achieve?<br />

Participation in recreation and sports has remained strong.<br />

New programmes such as Zumba have helped increase group<br />

fitness participation and focussed professional marketing has<br />

increased gym membership amongst our target populations.<br />

Much loved community events such as Children’s Day, Community<br />

Orienteering and Culture Galore achieved record numbers.<br />

A focused approach to building capacity within community groups<br />

to deliver recreation and sports has lifted standards across the<br />

board, especially in <strong>Christchurch</strong>’s response to the Government’s<br />

Kiwisport programme. We are working together with our partners<br />

to improve the swimming ability of our most vulnerable kids.<br />

The development of an artificial hockey pitch at St Bedes College<br />

and the redevelopment of the Wharenui Pool have been completed<br />

and frustrating delays in the Graham Condon Recreation and Sport<br />

Centre have been overcome; the centre is now under construction.<br />

We have worked with our partners to host a great programme<br />

of major sporting events including the Wellington Phoenix,<br />

Cycling Road Nationals, NZ Women’s Golf Open and the NZ PGA<br />

Championships. We have secured <strong>Christchurch</strong> as a World Cup<br />

training base for rugby giants England, Argentina and Australia.<br />

Our achievements during the year have contributed towards<br />

community, prosperity, health and recreation community<br />

outcomes. One way of measuring our progress towards these<br />

outcomes is through the number of visits to council sports and<br />

recreation facilities. The result for <strong>2010</strong> was 4,718,216, compared to<br />

4,289,632 in 2009 and 3,922,172 in 2008.
