<strong>Christchurch</strong> <strong>City</strong> Networks Ltd<br />
This company is a council controlled trading enterprise, 100 per<br />
cent owned by <strong>Christchurch</strong> <strong>City</strong> Holdings Limited (CCHL) and<br />
trades as Enable Networks.<br />
Enable Networks operates over 250 kilometres of fibre network<br />
around <strong>Christchurch</strong>, providing coverage of over 75 per cent of<br />
public and private businesses, and telecommunications and IT<br />
services providers within the commercial and business areas<br />
of <strong>Christchurch</strong>. Over half of the schools in <strong>Christchurch</strong> are<br />
contracted to connect to the network with approximately 35 schools<br />
connected to date.<br />
The company is continuing to expand its network to serve<br />
the majority of businesses, schools, health and government<br />
organisations over the next two years.<br />
Nature and scope of activities<br />
<strong>Christchurch</strong> <strong>City</strong> Networks Ltd (CCNL) commenced operations in<br />
January 2007 to deliver open access high-speed fibre optic networks<br />
to metropolitan <strong>Christchurch</strong>.<br />
Policies and objectives relating to ownership and control<br />
The <strong>Council</strong>, through CCHL, is the sole shareholder of this<br />
company. The company will:<br />
a. make an investment in telecommunications infrastructure<br />
through an open access urban fibre network in metropolitan<br />
<strong>Christchurch</strong>,<br />
b. encourage and support the development of policy and<br />
design standards for making telecommunications ducting<br />
mandatory for new building and subdivision consents<br />
granted by the <strong>Council</strong>,<br />
c. sponsor the aggregation of demand for telecommunications<br />
infrastructure in sectors where a collective approach can<br />
bring substantial benefits to consumers, and<br />
d. actively encourage private investment in telecommunications<br />
infrastructure in <strong>Christchurch</strong>.<br />
