In absolute numbers the cost of selected additional interventions to meet<br />

Goal 3 in Tajikistan is $10.56 million each year, for a total of $112 million<br />

for 2005–15. This amounts to approximately 0.003 percent of GDP over this<br />

period. To put this amount into context, debt-servicing payments alone in<br />

Tajikistan accounted for about 4 percent of GDP in 2001. It is important,<br />

though, to note again that this number is not the total cost of <strong>achieving</strong> <strong>gender</strong><br />

<strong>equality</strong> <strong>and</strong> <strong>women</strong>’s empowerment but only the cost of additional specific<br />

interventions to meet Goal 3. For a complete estimate of the costs to<br />

meet Goal 3, these specific costs must be combined with the costs of appropriate<br />

interventions to reach <strong>women</strong> <strong>and</strong> girls in each of the other Millennium<br />

Development Goals.<br />

The Tajikistan <strong>gender</strong> needs assessment exercise shows how such an analysis<br />

can take place at the country level, in consultation with local stakeholders,<br />

to underst<strong>and</strong> the resource requirements for addressing the challenge of <strong>gender</strong><br />

<strong>equality</strong>. It demonstrates the resources that are needed to achieve <strong>gender</strong> <strong>equality</strong>.<br />

But more important, the in-country consultative process is critical for identifying<br />

appropriate interventions <strong>and</strong> validating the assumptions of the model.<br />

In the end, it is only through such a process that resources can be appropriately<br />

mobilized for <strong>gender</strong> <strong>equality</strong> interventions.<br />

Conclusion<br />

This chapter has shown that it is possible to estimate the resources needed for<br />

investments in <strong>gender</strong> <strong>equality</strong>. The estimates need to cover strong investments<br />

in building the capacity of <strong>women</strong>’s ministries, data collection <strong>and</strong> monitoring,<br />

<strong>and</strong> training <strong>and</strong> sensitization programs. Estimates represent an illustrative<br />

set of <strong>action</strong>s that complement <strong>gender</strong> interventions in education, health,<br />

infrastructure, <strong>and</strong> other sectors. Such resource estimates, which must be done<br />

at the country level, can form the foundation for <strong>gender</strong>-responsive poverty<br />

reduction processes as well as financing mechanisms such as the medium-term<br />

expenditure framework <strong>and</strong> annual national budgets.
