1.3 <strong>Florida</strong>’s <strong>Seaport</strong>s within the Larger State<br />
Transportation Program<br />
Figure 1.1 illustrates how seaport planning is coordinated with other modal<br />
plans in the State’s overall transportation planning framework. <strong>Florida</strong>’s<br />
waterways and marine terminals are addressed through two separate plans; the<br />
Waterway <strong>System</strong> <strong>Plan</strong>, covering all of <strong>Florida</strong>’s navigable waterways<br />
(including harbors); and the <strong>Seaport</strong> <strong>System</strong> <strong>Plan</strong>, covering <strong>Florida</strong>’s 14<br />
deepwater seaports (landside and water side). Figure 1.2 shows how the<br />
<strong>Seaport</strong> <strong>System</strong> <strong>Plan</strong> builds on, and is coordinated with, other established<br />
planning and funding processes and programs. While there is overlap among<br />
the various plans, they are developed by different agencies at different times<br />
and for different purposes. The <strong>Seaport</strong> <strong>System</strong> <strong>Plan</strong> serves as a coordinated<br />
“clearinghouse” for various identified seaport-related needs, and as a means of<br />
establishing priorities for state-level investments.<br />
