Figure 5.3 illustrates the cumulative seaport needs by project category. The top<br />

four project categories (cargo terminals, warehouse, and yards; cruise terminal<br />

and related projects; harbor dredging/new dredging; and intermodal road and<br />

rail) represent over 64 percent of the total projects for the capital improvement<br />

program. The project categories related to cargo operations (cargo terminals,<br />

warehouses and yards; cargo equipment; and cargo berths) represent over 35<br />

percent of the total capital improvement program. Projects related to cruise<br />

operations only represent 11.9 percent of the total capital improvement<br />

program, even though <strong>Florida</strong> has three of the top cruise ports in the world<br />

(Canaveral, Everglades, and Miami) and one of the busiest ports-of-call in the<br />

nation (Key West).<br />
