5.0 <strong>Seaport</strong> <strong>System</strong> Needs,<br />
Strategies, and Funding<br />
5.1 Overview<br />
<strong>Florida</strong>’s seaports are responsible for the identification of short- and long-term<br />
facility improvement needs. These needs typically are identified annually as part<br />
of five-year capital improvement plans (CIPs) and as part of longer term,<br />
comprehensive master plan updates. As part of the development of this <strong>Plan</strong>,<br />
current CIPs and master plans have been reviewed and summarized to document a<br />
comprehensive list of on-port seaport needs. This section provides a summary of<br />
the needs by year, by port, and by type of improvement. While the majority of<br />
needs are short term, most of <strong>Florida</strong>’s major seaports engage in longer-range<br />
planning as part of master plan development and in some cases development of<br />
long-term visions. This longer-term planning horizon is a key component of the<br />
State’s seaport system plan, particularly as it relates to land preservation, growth<br />
management, diversification of the economy, and continued growth in population.<br />
In addition to on-port terminal needs, on and off-port roadway and rail connector<br />
projects also have been identified. These projects typically are identified<br />
collaboratively by the <strong>Florida</strong> Department of Transportation (FDOT) and seaport<br />
staff. On- and off-port projects that receive state funding are included in the<br />
FDOT’s work program. Summaries of these projects are provided below.<br />
Finally, there are several possible funding sources for seaport and seaport-related<br />
projects. A description of these sources also is provided below.<br />
5.2 Summary of On-Port <strong>Seaport</strong> Needs<br />
Needs were taken from a variety of resources, including the most current CIPs<br />
available. Existing on-port capital improvement needs presented in this section<br />
reflect the current five-year period (FY 2009/2010 through FY 2013/2014).<br />
The capital improvement needs were obtained from existing documents,<br />
including existing Master <strong>Plan</strong>s, CIPs, Funded Projects Transportation Lists,<br />
Cost Estimates of Port Development Worksheets, Capital Budget Worksheets,<br />
and phone interviews. A list of needs for each seaport is provided in Appendix<br />
C. All seaports were contacted to confirm the most updated information was<br />
included.<br />
While the statewide-compiled seaport capital improvement plan is generally<br />
accepted as the best publicly available data source for seaport needs by the <strong>Florida</strong><br />
Ports Council (FPC), it should be noted there are some limitations in how this<br />
